RELATING TO REGISTRATION OF VEHICLES. Allows the director of finance of a county to require payment of outstanding charges owed to the county for the towing, removal, or disposal of an abandoned or derelict vehicle within the county before issuing a motor vehicle certificate of registration, except when the motor vehicle was stolen or taken without permission or authorization. RELATING TO THE DEPARTMENT OF TRANSPORTATION. Allows the department of transportation to assess impact fees for the repair or renovation of an unsafe, privately owned roadway that connects to a state highway that is used by the public that is a substantial danger to public health and safety. RELATING TO REGISTRATION OF VEHICLES. Requires a motor vehicle transferor, or the transferor's representative, and transferee to appear in person to execute the transfer of a motor vehicle, except in certain situations. Subjects motor vehicle transferors to certain fees previously assessed on motor vehicle transferees. Effective 7/1/2050. (HD1)

Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors. RELATING TO HEALTH. Expands coverage of breast cancer screening and imaging to include risk factor screening, additional and supplemental imaging, and baseline mammograms for women between the ages of thirty-five and thirty-nine. Requires the auditor to conduct an impact assessment report and make a report to the legislature. Effective 7/1/2060. (HD1)

RELATING TO TELEHEALTH. Authorizes the establishment of a physician-patient relationship via a telehealth interaction, if the physician is licensed to practice medicine in the State. Effective 7/1/2050. (HD1)

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM. Extends the hospital sustainability program through June 30, 2024. Increases the maximum fee for inpatient care services to five and one-half per cent. Increases the amount of time hospitals have to pay the hospital sustainability fee from thirty days to sixty days. Increases the pool of medicaid services that can be used matching purposes. Appropriates funds. Effective 7/1/2060. (HD1)

RELATING TO CANNABIS. Authorizes the department of health to allow a licensed dispensary to purchase up to three thousand grams of medical cannabis or manufactured cannabis products from another licensed dispensary to ensure ongoing qualified patient access. Increases the allowable number of production centers and retail dispensing locations per dispensary license. Authorizes medical cannabis dispensaries to distribute cannabis propagules and cuttings to individuals authorized to cultivate cannabis plants for medical use, subject to quantity limits and quality requirements. Effective 7/1/2060. (HD1)

RELATING TO SERVICES FOR KUPUNA. Amends the definitions "coach" and "person-centered support plan" under kupuna care and caregiver support services laws. Allows for qualified caregivers to continue providing services even if they work less than thirty hours a week or are unemployed during a declared state of emergency. Adds traditional services and kupuna caregiver-directed services to the kupuna caregivers program. Allows funds allocated to qualified caregivers under the program to be issued directly to a financial management service provider. Effective 07/01/2060. (HD1)

RELATING TO TRAUMA-INFORMED CARE. Establishes a trauma-informed care task force within the department of health to make recommendations of trauma-informed care in the State. Effective 7/1/2060. (HD1)

RELATING TO THE STATE HEALTH PLANNING AND DEVELOPMENT AGENCY. Exempts psychiatric services, special treatment facilities, and chronic renal dialysis services from the certificate of need requirements. Authorizes administrative penalties for persons who do not comply with an approved certificate of need. Appropriates funds from the health planning development fund. Effective 7/1/2060. (HD1)

RELATING TO HEALTH. Requires the department of health to establish a fee for inspections of public swimming pools. Increases the annual permit fee and temporary permit fee for tattoo artists. Increases the fee for certified copies of vital statistic records. Requires the department of health to coordinate public health statistics and other public health data to implement and update a statewide public health planning and public health program development program. Effective 7/1/2060. (HD1)

RELATING TO POST-SECONDARY EDUCATION. Requires accredited and non-accredited for-profit post-secondary educational institutions that are authorized in the State to disclose in print and electronic media and signage that they are for-profit businesses. Effective 7/1/2060. (HD1)

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE. Establishes a process for the early termination of a rental agreement for certain active duty servicemembers who receive military orders to vacate civilian housing and move into on-post government quarters; become eligible to live in on-post government quarters and failure to move into on-post government quarters will result in a forfeiture of basic allowance for housing; or die while serving on active duty. Effective 7/1/3050. (HD1)

RELATING TO HOUSING SAVINGS ACCOUNTS. Requires the legislative reference bureau to conduct a study on the establishment of a housing savings account system that would provide every employee in the State the ability to automatically contribute to a housing savings account through payroll deduction and submit a report to the legislature. Effective 7/1/2050. (HD1)

RELATING TO AGRICULTURAL ENTERPRISES. Authorizes the Department of Agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the department, to support and promote agriculture. Establishes the agricultural enterprise program. Establishes the Agricultural Enterprise Special Fund. Requires the Board of Agriculture to annually report an accounting of non-agricultural park lessees to the Legislature. Effective 7/1/2021.

RELATING TO COSMETICS. Bans the import for profit, sale, and offer for sale of any cosmetic in the State if the final product or any component of the final product was developed or manufactured using animal testing performed in a cruel manner on or after 1/1/2024. Effective 1/1/2024. (HD1)

RELATING TO MEASUREMENT STANDARDS. Transfers the oversight and regulation of measurement standards in the State from the department of agriculture to the department of commerce and consumer affairs.

RELATING TO COMMERCIAL PROPERTY RENT RELIEF. Establishes a commercial rent relief grant program. Requires that the commercial rent relief grants be given priority for moneys received through federal funding. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO CLEAN ENERGY FINANCING. Creates the clean energy and energy efficiency revolving loan fund in the Hawaii green infrastructure special fund to be administered by the Hawaii green infrastructure authority. Amends and expands the purpose of the $50,000,000 revolving sub-fund for state agencies and also includes the electrification of fleet vehicles. Repeals the building energy efficiency revolving loan fund. Appropriates loan ceiling. Effective 7/1/2050. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
