RELATING TO FIREWORKS. Imposes a statewide limitation on consumer fireworks, except by permit for cultural events.

RELATING TO FIREWORKS. Increases the fines associated with the illegal use of consumer fireworks and display fireworks, articles pyrotechnic, and aerial devices outside of the times permitted by law.

RELATING TO FIREWORKS. Specifies that certain violations of the fireworks control law shall be considered an activity that causes air pollution, which may subject the violator to a citation under the air pollution control law and shall be considered a violation of noise control rules, which may subject the violator to a citation under the noise pollution law.

RELATING TO FIREWORKS INFRACTIONS. Establishes an expeditious adjudication system for the processing of fireworks infractions.

RELATING TO VETERINARIANS. Provides veterinarians who provide emergency care to an animal immunity from civil liability in the absence of gross negligence. Provides veterinarians who render emergency treatment when there is no veterinarian-client-patient relationship immunity from civil liability in the absence of gross negligence. Requires veterinarians to report events of animal injury, death, or abuse to law enforcement where there is reasonable cause to believe that it relates to dog fighting or animal abuse and gives veterinarians immunity for civil liability for making the reports.

RELATING TO SECONDHAND DEALERS. Clarifies that the secondhand dealers law applies to a secondhand dealer's operation of an automated recycling kiosk.

RELATING TO GIFT CERTIFICATES. Clarifies that cards issued by a county for the purposes of paying transit fares and county fees and other uses are not subject to section 431B-13, Hawaii Revised Statutes.

RELATING TO TAX CONFORMITY. Requires the State to conform to those provisions of the Consolidated Appropriations Act of 2021 relating to taxable income and deductible expenses.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
