RELATING TO TOW TRUCK PRICING. Adjusts towing company charges and fees for vehicles left unattended or abandoned. Establishes a clean-up charge and documentation fee.

RELATING TO IGNITION INTERLOCK DEVICES. Establishes penalties for violations of the ignition interlock law. Requires proof of compliance with the ignition interlock law to be eligible to apply for a driver's license. Effective 1/1/2022.

RELATING TO TRANSPORTATION NETWORK COMPANIES. Makes permanent insurance requirements for transportation network companies and transportation network company drivers.

RELATING TO COMMERCIAL DRIVER'S LICENSE DISQUALIFICATION FOR SEVERE FORMS OF TRAFFICKING IN PERSONS. Adds a permanent commercial driver's license disqualification for a holder of a commercial driver's license or commercial learner's permit who is convicted of a felony involving a severe form of trafficking in persons.

RELATING TO MOTOR CARRIER VEHICLE SAFETY INSPECTIONS. Expands the authority of the Director of Transportation over required motor carrier vehicle inspections. Authorizes the Director of Transportation to adopt administrative rules related to fees.

RELATING TO COMMERCIAL DRIVER'S LICENSES. Adds a requirement for certain commercial driver's license applicants to complete an entry-level driver training course before taking a skills test for licensure.

RELATING TO LONG-TERM CARE INSURANCE. Requires the thirty-day lapse or termination notices for long-term care policies to be sent by certified mail, priority mail, or commercial delivery service, or other method of delivery requiring proof of delivery.

RELATING TO SECURITIES. Mandates reporting of suspected financial exploitation of elders and vulnerable adults in relation to securities. Provides immunity for good faith reporting and authorizes the delay of disbursements and transactions.

RELATING TO THE USE OF ELECTRONIC FILING BY THE PUBLIC UTILITIES COMMISSION. Updates various provisions in chapters 269, 271, and 271G, Hawaii Revised Statutes, to enable the Public Utilities Commission to use electronic filing processes and similar practices.

RELATING TO INSURANCE. Amends various portions of title 24 of the Hawaii Revised Statutes to update and improve existing provisions.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be able to testify. However, all written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
The cable TV broadcast and/or live stream of this meeting will include closed captioning.
