Status

RELATING TO THE DEPARTMENT OF DEFENSE.

Amends the minimum appointment eligibility requirement for the Adjutant General to be an officer that holds or has held a commission of the rank of Colonel in the military grade of O6 or above in the Army or Air National Guard, state defense force, or the Army or Air Force active component of the United States or a reserve component thereof, and has no administrative actions that would prevent promotion to the rank of a general officer in the military grade of O7 or O8.  Effective 7/1/2050.  (SD2)

Status

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF PUBLIC SAFETY.

Makes an emergency appropriation to provide funds for the department of public safety to cover the costs of the personnel services shortfall at all correctional institutions statewide and health care services.  Appropriates funds to establish 9 permanent full-time equivalent (9.0 FTE) positions for PSD 410 (intake service centers).  Effective 7/1/2050.  (SD2)

RELATING TO CORRECTIONAL FACILITIES.

Repeals the authorization for the governor to negotiate with any person for the development or expansion of private correctional facilities.  Prohibits the establishment of private correctional facilities in the State.  Effective 5/6/2137.  (SD1)

Status

RELATING TO THE PHASEOUT OF PRIVATE CORRECTIONAL FACILITIES.

Requires the State to phase out the use of private correctional facilities to incarcerate Hawaii inmates.  Prohibits the construction of new correctional facilities or the expansion of existing correctional facilities without the approval of the Hawaii correctional system oversight commission.  Effective 7/1/2050.  (SD2)

RELATING TO PUBLIC SAFETY.

Requires the Department of Public Safety to develop the new Oahu Community Correctional Center.  Takes effect 5/6/2137.  (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
