Adds new sources of revenue generated by the State Veterinary Laboratory and Animal Disease Control Branch that shall be deposited into the animal industry special fund.  (SD2)

RELATING TO MICROCHIP IDENTIFICATION.

Requires dog and cat owners to microchip their pets, if the pets are not licensed.  Effective 5/6/2137.  (SD1)

RELATING TO THE IMPORTANT AGRICULTURAL LAND QUALIFIED AGRICULTURAL COST TAX CREDIT.

Clarifies that a taxpayer may claim the important agricultural land qualified agricultural cost tax credit no earlier than the third taxable year after application for first-year certification of the credit.  Extends the time that the department of agriculture may certify the important agricultural land qualified agricultural costs tax credit from 12/31/2021 to 12/31/2030.  Applies to taxable years beginning after 12/31/2021.  Effective 7/1/2050.  (SD2)

RELATING TO RESTRICTIONS ON AGRICULTURAL USES AND ACTIVITIES.

Disallows the enforcement of a re-recorded homeowners' association restriction if the restriction prohibits bona fide agricultural uses and activities on agricultural land.  Effective 1/1/2050.  (HD1)

RELATING TO AGRICULTURE.

Requires the Hawaii department of agriculture and agribusiness development corporation to annually lease at least 50% of land leased or up for lease renewal to operations whose primary business is, or supports, local food production beginning 1/1/2022.  Requires the Hawaii department of agriculture and agribusiness development corporation to submit reports to the legislature on leasing activities.  Requires the agribusiness development corporation and its board of directors to implement by 1/1/2023 the recommendations in the State Auditor's Report No. 21-01 and requires a progress report to the 2022 legislature and a final report by 12/31/2023.  Effective 7/1/2050.  (SD2)

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST MAUIGROWN COFFEE, INC.

Extends the authorization to issue special purpose revenue bonds to assist MauiGrown Coffee, Inc., with the operation and expansion of its farm and mill.  Effective 7/1/2050.  (SD1)

RELATING TO HEMP.

Redesignates the industrial hemp special fund as the hemp special fund for the department of agriculture's duties regarding hemp.  Makes an appropriation.  Effective 7/1/2050.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
