      Status & Testimony

RELATING TO THE ENVIRONMENT.

Requires the Department of Health to fill the vacant division chief staff position within the Environmental Management Division by 10/1/2021 and consider environmental justice issues when making certain assessments and determinations.  Requires the Clean Water Branch to perform water quality testing during brown water advisories, inform the public of health risks associated with water runoff during brown water advisories, and establish an Environmental Management Division Oversight Advisory Board.  Requires the Legislative Reference Bureau to conduct a comprehensive review of the Environmental Management Division.

RELATING TO WASTEWATER SYSTEMS.

Establishes the time of transfer wastewater system inspection program in the Department of Health to oversee the inspection and repair of any individual wastewater system at the time of sale or transfer of residential real property attached to the wastewater system.  Excludes certain sales or transfers.

RELATING TO COMPOSTING.

Exempts artisan-scale composting operations from department of health regulations to divert organic materials from Hawaii's landfills.

RELATING TO STATEWIDE COMPOSTING.

Requires the department of health to periodically update its co-composting rules.  Requires department of health to establish a multi-tiered registration and permitting system for composting facilities.  Allows composting and co-composting in agricultural districts.

RELATING TO WATER POLLUTION.

Adds the chemicals homosalate, octocrylene, and octisalate to the sale and distribution sunscreen ban beginning 1/1/23.

Amends section 141-14 to allow the industrial hemp special fund to be utilized for the department of agriculture's responsibilities regarding hemp.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST MAUIGROWN COFFEE, INC.

Extends the authorization to issue special purpose revenue bonds to assist MauiGrown Coffee, Inc., with the operation and expansion of its farm and mill.

RELATING TO FOOD SUSTAINABILITY.

Requires the department of agriculture, in coordination with the appropriate departmental agency, to prepare and periodically update a functional plan for seafood sustainability that expands the State's priority on food by including wild seafood as a viable food source.

RELATING TO THE PLANT QUARANTINE BRANCH.

Appropriates general revenues to expand state-run quarantine facilities under the jurisdiction of the department of agriculture's plant quarantine branch.
