RELATING TO MEDICAL CARE FOR MINORS. Permits minors to consent to medical care related to the diagnosis or treatment of HIV or the prevention of HIV. Provides that a minor, under certain circumstances, shall not be liable for payment for treatment or prevention of HIV. Authorizes physician assistants, in addition to physicians and advanced practice registered nurses, to render medical care and services to minors. Effective 5/6/2137. (SD2)

RELATING TO VEHICLE INSPECTIONS. Codifies certain certification, renewal, and violation processes of vehicle inspectors who conduct vehicle safety inspections under the department of transportation. Repeals requirement for reconstructed vehicles to obtain a special inspection and certification. Effective 7/1/2040. (SD2)

RELATING TO TAX RETURN PREPARERS. Requires each tax return preparer to have a valid preparer tax identification number issued by the Internal Revenue Service and to furnish the preparer's tax identification number on any return or claim for refund if required by DOTAX. Establishes penalties for failure to comply. Provides that tax return preparers shall not be liable for penalties prior to January 1, 2022.

RELATING TO USED MOTOR VEHICLE PARTS. Requires licensed used motor vehicle part dealers to obtain a written statement by a seller of a catalytic converter that the seller has the lawful right to sell and dispose of the catalytic converter. Requires a seller of a catalytic converter to present a receipt or notarized declaration regarding the catalytic converter. Prohibits a licensed used motor vehicle part dealer from purchasing a catalytic converter with no receipt or notarized declaration and to report the attempted sale to the police. Establishes the offense of theft of catalytic converter as a class C felony. Takes effect 5/6/2137. (SD2)

RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM. Extends the nursing facility sustainability program to 2024. Specifies that the nursing facility sustainability fee limit is 5.5 per cent of overall net patient service revenue. Removes the per resident daily maximum fee of $20 for each facility. Specifies facilities that meet certain exceptions shall pay a reduced daily fee in comparison to other participating facilities. Allows nursing facilities to pay assessed fees within 60 days, instead of 30 days. Appropriates funds. Effective 7/1/2050. (SD1)
