RELATING TO CAMPAIGN SPENDING COMMISSION STAFF. Clarifies that Campaign Spending Commission may employ staff who initiate complaints on behalf of the commission. Clarifies that the staff of the Commission are not members of the Commission. (SD1)

RELATING TO ELECTIONS BY MAIL. Makes amendments to elections laws to clarify the administration of elections by mail. Renames districts as precincts. Extends voter registration deadlines. Requires additional voter service centers on election day. Requires a minimum number of precincts in each representative district and on each inhabited island. Establishes voters with special needs advisory committees at the state and county levels to ensure equal and independent access to vote registration, casting of ballots, and all other office of elections services. Requires the Department of Public Safety to inform individuals on parole or probation of their right to vote and provide them with information on how to register and vote. Requires the Office of Elections and the county clerks to make a determination, as soon as practicable, of the optimal number and placement of voter service centers. (SD1)

RELATING TO HOMESTEAD EXEMPTIONS. Increases the homestead exemption for all persons to $350,000 and requires that the real property be the principal residence. (SD1)

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM. Extends the hospital sustainability program through 6/30/2024. Increases the maximum fee for inpatient care services to five and one-half per cent. Increases the amount of time hospitals have to pay the hospital sustainability fee from 30 days to 60 days. Increases the pool of medicaid services that can be used for matching purposes. Appropriates moneys. (SD2)

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT. Establishes requirements for Hawaiian home lands beneficiary consultation. Requires that a majority of the members of the Hawaiian homes commission be beneficiaries or on the waitlist for Hawaiian homestead lands. Requires quarterly reporting to the legislature and beneficiaries on land dispositions made during the quarter. Authorizes the governor to establish an inter-agency council, based on a recommendation from the Hawaiian homes commission. Requires an annual accounting of Act 14, Special Session Laws of Hawaii 1995, expenditures. Requires the department of Hawaiian home lands to develop and implement a loan servicing manual. Allows the Hawaiian homes commission to retain separate counsel from the attorney general to provide service to the commission and beneficiaries. Requires the legislative reference bureau to conduct a study on the potential effects of creating a position for the director of Hawaiian home lands that is separate from the chairperson of the Hawaiian homes commission. Effective 7/1/2050. (SD2)

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS. Includes candidates for the board of trustees of the office of Hawaiian affairs to receive a maximum in public funds up to fifteen percent of the expenditure limit established by section 11-423(4) for each election. Amends ballot requirements to display candidates for the office of Hawaiian affairs board of trustees, by residency and non-residency requirements and to randomize the order of candidate names within those groupings. RELATING TO THE STADIUM DEVELOPMENT DISTRICT. Establishes the stadium development district special fund. Provides for the sunset of the stadium special fund. Revises the general development guidance policies for the stadium development district and clarifies the respective roles of the stadium authority and Hawaii community development authority in the development of the stadium development district. Broadens the powers and duties of the stadium authority, including authorizing the stadium authority to acquire and hold title to real property. Exempts land to which the stadium authority holds title from the definition of "public lands." Authorizes the stadium authority, with approval from the governor, to delegate to other state agencies implementation of capital improvement projects, under certain conditions. Increases the representation of the stadium authority by adding 2 members to its membership. Authorizes the Hawaii community development authority to use its special facilities powers to assist in the development of projects led by other public agencies. Amends the general obligation bond authorization made by Act 268, SLH 2019. Makes the financial disclosures of members of the stadium authority public records pursuant to section 84-17(d), HRS. (SD2)
