RELATING TO INFRASTRUCTURE IMPROVEMENT DISTRICTS.

Specifies that the cost of regional infrastructure improvements made by the Hawaii Housing Finance and Development Corporation may be assessed against transit-oriented development projects specifically benefiting from the improvements.  Requires the Hawaii Interagency Council for Transit-Oriented Development to review and make recommendations on applications for subaccount funds for infrastructure projects related to transit-oriented development.  Effective 7/1/2050.  (SD1)

RELATING TO THE IMPORTANT AGRICULTURAL LAND QUALIFIED AGRICULTURAL COST TAX CREDIT.

Clarifies that a taxpayer may claim the important agricultural land qualified agricultural cost tax credit no earlier than the third taxable year after application for first-year certification of the credit.  Extends the time that the department of agriculture may certify the important agricultural land qualified agricultural costs tax credit from 12/31/2021 to 12/31/2030.  Applies to taxable years beginning after 12/31/2021.  Effective 7/1/2050.  (SD2)

RELATING TO SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM INCENTIVES.

Removes the $10 per visit per day cap on the dollar-for-dollar match received by supplemental nutrition assistance program beneficiaries under the Hawaii healthy food incentive program, also known as the double up food bucks program.  Specifies that healthy proteins are eligible purchases under the program.  Effective 7/1/2050.  (SD2)

Requires the department of education to establish and implement a sexual abuse prevention education program to educate public and charter school students on sexual abuse prevention, provide relevant training to teachers and staff, and inform parents and guardians about important child sexual abuse topics.  Requires the board of education to adopt policies to effectuate the program.  Requires reports to the legislature.  Appropriates funds.  (SD2)

RELATING TO EMERGENCY RULES.

Allows for lesser emergency period penalties to be adopted and promulgated by the governor or a mayor.  Allows for the emergency period infractions to be processed under the traffic adjudication process in chapter 291D, Hawaii Revised Statutes.  Allows electronic copies of notices of infractions, infraction adjudication hearings, and notices of infraction judgments to be sent via email.  Grants the District Court concurrent jurisdiction over emergency period rule infractions committed by minors.  (SD1)

Prohibits a public member of any board or commission under DCCA's purview from being engaged in the occupation that the board or commission regulates; being associated with a member of the occupation that the board or commission regulates that results in a material conflict of interest, an appearance of impropriety, or a reasonable suspicion that the public member does not represent the public interest; or having a financial interest in the regulated occupation.  (SD1)

Authorizes the issuance of special number plates to support forest conservation and ocean conservation, with proceeds from the program to be used to fund conservation efforts at the State's beaches, nearshore environment, and forests.  Increases the initial application and renewal fees for special number plates from $25 to $100.  Effective 7/1/2050.  (SD2)

RELATING TO ASSOCIATION GOVERNANCE.

Allows the annual and special meetings and election of board members of planned community associations, and condominium associations to be conducted remotely by electronic meetings in the event a state of emergency declared pursuant to chapter 127, Hawaii Revised Statutes, is in effect in the county in which the corporation or association is located that prevents shareholders or members from physically gathering for a meeting.  (SD1)

RELATING TO CONDOMINIUMS.

Makes condominium laws regarding sales to owner-occupants inapplicable to time share units.  Increases the minimum number of residential units in a condominium project that must be offered for sale to prospective owner-occupants in the thirty-day period following the initial date of sale of the condominium from fifty per cent to sixty-seven per cent.  (SD1)

RELATING TO PUBLIC SCHOOL LANDS.

Requires the attorney general of the State of Hawaii, on behalf of the Department of Education, to institute proceedings to acquire certain land owned by the Mililani Town Association by voluntary action or condemnation.

RELATING TO EDUCATION.

Requires each school's academic and financial plan to include a clear accounting of all resources that will be allocated to address and achieve each measurable outcome, the school's priority improvement strategies and measures to determine progress, and certain assessment scores.  Requires the department of education to submit an annual report on the school academic and financial plans to the board of education and the legislature.  (SD2)

RELATING TO COFFEE PEST CONTROL.

Extends the sunset date for the coffee berry borer pesticide subsidy program to 6/30/2023 and the program manager position, including the position's civil service and collective bargaining laws exemption, to 6/30/2024.  Provides that no single coffee grower shall receive more than $12,000 for each pest per year in subsidies between 6/30/2021, and 7/01/2023.  Requires the department of agriculture to compile a list of certain pesticides.  Effective 7/1/2050.  (SD1)

RELATING TO AEROSPACE.

Establishes the Office of Aerospace Development in the Hawaii Technology Development Corporation instead of the Department of Business, Economic Development, and Tourism.  Repeals references to the Pacific International Space Center for Exploration Systems.  Transfers the rights, powers, functions, and duties of the Pacific International Space Center for Exploration Systems to the Office of Aerospace Development.  Allows the Aerospace Advisory Committee to select the Director of the Office of Aerospace Development.  Reduces the number of members on the Aerospace Advisory Committee.  (SD2)

Requires the governor, lieutenant governor, state legislators, and heads of principal departments to prominently display a Hawaiian language translation of the name of their respective office or department at least once on the main page of their official website and in the letterhead of their stationery.  Requires all letterheads, documents, symbols, and emblems of the State and other political subdivisions that include Hawaiian names or words to include accurate and appropriate Hawaiian names, spelling, and punctuation.  Establishes references for accurate, appropriate, and authentic Hawaiian names and words, including proper Hawaiian spelling and punctuation.  Clarifies that the full text of bills and other official documents are not required to be written in Hawaiian and that misspelled or incorrectly punctuated Hawaiian words and names shall not invalidate the documents or render them unenforceable and no cause of action shall arise accordingly.  Effective 7/1/2050.  (SD2)
