RELATING TO PRIVACY.

Adds the intentional disclosure or threat of disclosure of certain types of deep fake images or video to the offense of violation of privacy in the first degree.  (SD1)

RELATING TO SEXUAL ASSAULT OF AN ANIMAL.

Establishes the crime of sexual assault of an animal.  Provides that the sexual assault of an animal is a class C felony or a class B felony if the offense subjects a minor to sexual contact with an animal or is committed in the presence of a minor.  (SD1)

RELATING TO THE ORDERS OF THE CAMPAIGN SPENDING COMMISSION.

Provides that certain rights shall be deemed waived if a preliminary determination of probable cause is rendered during a chapter 92 meeting and the person fails to request a contested case hearing within 20 days of receipt of the preliminary determination.  Allows the Campaign Spending Commission to have an order confirmed as a judgment by the first circuit court, giving the order the same force and effect as any other judgment issued by the circuit courts; provided that there shall be no appeal from the judgment.  (SD1)

RELATING TO CAMPAIGN FINANCE REPORTS.

Clarifies that increased fines may apply if a candidate committee or noncandidate committee fail to timely file the preliminary primary or preliminary general report due 10 days before the primary or general election.  (SD1)

RELATING TO VIOLATIONS OF CAMPAIGN FINANCE LAW.

Increases the amount of the fine for campaign spending law violations that may be assessed against a noncandidate committee making only independent expenditures and that has received at least one contribution of more than $10,000, or spent more than $10,000, in an election period.  Allows the Campaign Spending Commission to order that the payment of a fine assessed against a noncandidate committee, or any portion thereof, be paid from the personal funds of an officer of the noncandidate committee.

RELATING TO REPORTS FILED WITH THE CAMPAIGN SPENDING COMMISSION.

Housekeeping measure that provides that candidates do not need to file preliminary general reports if they are either unsuccessful or are elected to office in the primary election.  Amends subsections (b) and (c) of section 11-339, HRS, to make them consistent with subsection (a) by aggregating contributions and expenditures in determining whether a committee need only file the final election period report.
