Grants forty-year gaming license for a single integrated resort property on Hawaiian home lands designated for commercial use on the island of Oahu excluding lands west of Ko Olina.  Establishes Hawaii Gaming Commission.  Imposes wagering tax on gross gaming revenue.  Creates State Gaming Fund.  Appropriates funds.

RELATING TO TAXATION.

Establishes a conveyance tax vacancy surcharge on the conveyance tax for prolonged vacant property.

RELATING TO TAXATION.

Increases the amount of the rental motor vehicle surcharge tax from $5 to $8 for any county with a resident population of more than 125,000, but less than 195,000.  Sets aside the revenue from the increased surcharge tax for capacity projects in that county.  Effective 1/1/2023.

RELATING TO HEALTH.

Authorizes advanced practice registered nurses, in addition to physicians, to practice medical aid in dying in accordance with their scope of practice and prescribing authority.  Authorizes psychiatric mental health nurse practitioners, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient.  Reduces the mandatory waiting period between oral requests from twenty days to fifteen days.  Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period.

RELATING TO FUNDING FOR THE DIVISION OF CONSERVATION AND RESOURCES ENFORCEMENT.

Allocates a portion of the Conveyance Tax to the Division of Conservation and Resources Enforcement of the Department of Land and Natural Resources to partially cover operational costs related to upholding the laws that serve to protect, conserve, and manage Hawaii's unique and limited natural, cultural, and historic resources.

RELATING TO STORMWATER FEES.

Exempts the State, and its departments and agencies, from county stormwater user fees.  Prohibits county from denying services to the State or its departments and agencies by reason of nonpayment of user fees.

RELATING TO CRIMINAL HISTORY RECORD CHECKS.

Adds the University of Hawaii to the list of agencies that are authorized to conduct criminal history record checks on current or prospective employees, including student employees and contractors and their employees, whose positions or duties are related to public safety.

RELATING TO TAXATION.

Suspends temporarily the exemptions for certain persons and certain amounts of gross income or proceeds from the general excise tax and requires the payment of both taxes at a four per cent rate.  Specifies that the transient accommodations tax collected on resort time share vacation units shall be on the gross rental or gross rental proceeds.  Part I effective 7/1/2022, and sunsets on 6/30/2026. Part II effective 7/1/2021.
