RELATING TO ANIMAL CRUELTY. Prohibits specified trolleys, trolleys with swivels, pulleys, cables, or running lines designed to attach a dog to two stationary objects in a configuration that endangers the dog, including by depriving the dog of sustenance. Prohibits tethering or restraining a dog under the age of six months unless the dog is engaged in an activity supervised by its owner or an agent of its owner. Prohibits tethering or restraining a dog with a tow or log chain. Prohibits tethering or restraining a dog with a choke collar, pinch collar, or prong collar unless the dog is engaged in an activity supervised by its owner or an agent of its owner.

Requires the department to notify beneficiaries through beneficiary consultation prior to the disposition of Hawaiian home lands. Specifies that the department may grant a license or enter into a general lease, under certain conditions. RELATING TO CARBON PRICING. Amends the environmental response, energy, and food security tax to address carbon emissions. Increases the tax rate to effectively set a price of $40 per metric ton of carbon dioxide emissions in 2022. Incrementally increases the tax rate over time so that, in 2032, the tax rate shall be equivalent to a carbon price of $80 per metric ton of carbon emissions. Establishes a refundable tax credit to mitigate the effect of a carbon emissions tax on taxpayers. Takes effect 1/1/2022. Tax credit applies to taxable years beginning after 12/31/2021.

RELATING TO ECONOMIC RECOVERY FOR RESTAURANTS. Until 7/1/2026, allows restaurants to apply a restaurant service surcharge for the sale of food or beverage services, the revenues of which shall be used exclusively by the restaurants for economic recovery from COVID-19 impacts. Authorizes establishments with a class 2 restaurant liquor license to allow the consumption of liquor anywhere on the premises, including the restaurant's outdoor property and sell liquors in their original packages for pick up, delivery, take out, or other means for off-premises consumption.

RELATING TO PUBLIC HOUSING. Requires the Hawaii Public Housing Authority to establish a pilot program to ensure that all housing units in the Kuhio Park Terrace and Puuwai Momi public housing complexes are provided with sufficient internet speeds and connection quality. Appropriates moneys.

RELATING TO TAXATION. Eliminates the home mortgage interest deduction for second homes under Hawaii income tax law. Requires the amount of state revenue gained by eliminating the deduction to be deposited into the rental housing revolving fund.

RELATING TO THE HAWAII CORRECTIONAL SYSTEM OVERSIGHT COMMISSION. Transfers the administrative attachment of the Hawaii correctional system oversight commission from the department of the attorney general to the department of human services.

RELATING TO RENTAL DISCRIMINATION. Prohibits discrimination, including in advertisements for available real property, based on participation in a housing assistance program or requirements related to participation in housing assistance programs, in real estate transactions and requirements.

RELATING TO THE HAWAIIAN HOMES COMMISSION. Allows the Department of Hawaiian Home Lands to retain independent legal counsel as needed. Authorizes the Department of Hawaiian Home Lands to use the services of the Attorney General as needed and when the interests of the State and the Department of Hawaiian Home Lands are aligned. Provides that funds owed to independent legal counsel shall be paid by the State.

PROPOSING AMENDMENTS TO ARTICLE XII OF THE CONSTITUTION OF STATE OF HAWAII TO AUTHORIZE THE LEGISLATURE TO MAKE AMENDMENTS TO THE MANAGEMENT AND DISPOSITION OF THE HAWAIIAN HOME LANDS. Proposes amendments to the Constitution of the State of Hawaii to authorize the legislature to make amendments to the management of Hawaiian home lands. Prohibits the construction and operation of casino gaming and wagering on Hawaiian home lands.

RELATING TO THE DISTRIBUTION OF LEASES UNDER THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED. Requires Hawaiian Homes Commission to distribute leases to all beneficiaries within 10 years. Removes financial consideration in obtaining a lease. Requires the construction of pu'uhonuas or communal living arrangements by the department. Requires an actuarial study. Appropriates funds for the study.
