     Your Committee on Finance, to which was referred S.B. No. 1402, S.D. 2, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the Department of Transportation to create motor vehicle, bicycle, and pedestrian highway and pathway networks throughout each island.

 

     Your Committee received testimony in support of this measure from the Department of Health; Department of Transportation; Office of Planning; Hawaii Climate Change Mitigation and Adaptation Commission; Hawaii State Energy Office; Office of Climate Change, Sustainability and Resiliency of the City and County of Honolulu; American Heart Association; AARP Hawaii; Ulupono Initiative; Hawaii Bicycling League; Climate Protectors Hawaii; Blue Plant Foundation; AlohaCare; Hawaii Public Health Institute; and two individuals.  Your Committee received comments on this measure from the Office of Hawaiian Affairs.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1402, S.D. 2, H.D. 1, and recommends that it pass Third Reading.
