Status

RELATING TO PUBLIC LANDS.

Authorizes the designation of areas or regions of public lands classified as commercial, industrial, resort and hotel, and the establishment and implementation of guidelines for the redevelopment of the areas or regions that will:  (1) modernize the policies for the management of public lands in the designated area; (2) establish a plan for the designated area, including district-wide improvements, that is coordinated with state and county land use and planning policies; and (3) implement asset and property management concepts that can optimize income from the properties and evolve in response to changing principles of property administration.  Designates the public lands on the Waiakea peninsula on the island of Hawaii as the Waiakea Peninsula Redevelopment District.  Allows the Department of Land and Natural Resources to issue a rent reduction or waiver for certain lessee's expenses for demolition or provision of basic infrastructure.  Authorizes a local redevelopment agency to contract with a developer for construction of non-residential projects on public land within a redevelopment area.  Exempts the costs of construction of work or improvements of a redevelopment project from general excise and use taxes.  Takes effect upon the County of Hawaii repealing the Banyan Drive Hawaii redevelopment agency.  Makes an appropriation.

RELATING TO TAXATION.

Establishes the ocean sciences research tax credit.

RELATING TO DEVELOPMENT DISTRICTS.

Establishes the Pulehunui community development district on the island of Maui as a community development district within the authority of the Hawaii Community Development Authority.  Authorizes the Hawaii Community Development Authority to obtain various forms of financial aid from the federal government for projects of the authority.

Status

RELATING TO LAND USE.

Requires the office of planning to conduct a land use study for Hauula, Oahu, that assesses the viability and cost of maintaining the transit corridor.  Appropriates funds.  Takes effect on 7/1/2050.  (HD1)

RELATING TO AGRICULTURAL BUILDINGS.

Increases the maximum area for each agricultural shade cloth structure, cold frame, and greenhouse that could qualify the structure for an exemption from building permit and building code requirements.  Effective July 31, 2150.  (HD1)

Repeals the statutory prohibition of taking or killing female spiny lobsters, Kona crabs, and Samoan crabs.

RELATING TO HAWAIIAN AFFAIRS.

Appropriates funds to establish two part-time project-based research archivist positions in the Hawaii state archives to provide research services and digitization of records.  (HD1)

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three-minutes.  This three-minute policy will be enforced to ensure fairness and adequate consideration to all bills.
