RELATING TO GRANTS FOR LOCAL RECYCLING FACILITIES.

Requires the office of solid waste management to establish a recycling facility grant program to incentivize recycling in the State.  Appropriates funds.  (SD1)

RELATING TO TAXATION.

Amends the environmental response, energy, and food security tax to address carbon emissions.  Increases the tax rate to effectively set a price of $40 per metric ton of carbon dioxide emissions in 2021.  Incrementally increases the tax rate over time so that, in 2030, the tax rate shall be equivalent to a carbon price of $80 per metric ton of carbon emissions.  Establishes a refundable tax credit for individuals earning sixty per cent or less of the area median income.  Takes effect 1/1/2022.  (SD1)

Establishes the landlord incentive program special fund to reimburse land owners who participate in the section 8 housing choice voucher program for repair costs of tenant-caused property damage when the repair costs exceed the tenant's security deposit.  Makes an appropriation.  (SD1)

Improves the State's preparedness and response to disasters.  Requires statewide inventories of hospitals, dialysis centers, and medical facilities; satellite phones; and generators to provide backup power.  Appropriates funds for positions related to emergency response planning and allocation of resources and for non-perishable food in natural disasters.

RELATING TO THE PAYMENT OF DEBT SERVICE ON THE TURTLE BAY REIMBURSABLE GENERAL OBLIGATION BONDS.

Requires the Board of Land and Natural Resources to expend $1,500,000 per fiscal year from the Land Conservation Fund to be used for the reimbursement of debt service on the Turtle Bay reimbursable general obligation bonds.  (SD1)
