DECISION MAKING ON THE FOLLOWING MEASURE(S):

SB2545 Status and Testimony	RELATING TO TAX CREDITS. Increases the aggregate cap amount of the tax credit for research activities from $5,000,000 to $25,000,000.  Applies to taxable years beginning after 12/31/2020.	WAM
SB2940 SD1 (SSCR2802) Status and Testimony	RELATING TO THE STADIUM DEVELOPMENT DISTRICT. Establishes the stadium development special fund.  Authorizes the Stadium Authority to acquire and hold title to real property.  Transfers authority to issue leases of the lands within the Stadium Development District from the Hawaii Community Development Authority to the Stadium Authority.  Authorizes the Stadium Authority, with approval from the Governor, to delegate to other state agencies the implementation of capital improvement projects, under certain conditions.  Repeals part IX of chapter 206E, Hawaii Revised Statutes, relating to the Stadium Development District.  Appropriates funds.  (SD1)	EET/WTL, WAM
SB3090 SD1 (SSCR2629) Status and Testimony	RELATING TO AGRICULTURE. Establishes an agricultural production tax credit.  (SD1)	AEN, WAM [Measure added on 2/25/2020]
SB2054 SD1 (SSCR2526) Status and Testimony	RELATING TO INFRASTRUCTURE IMPROVEMENT DISTRICTS. Establishes an annual surcharge on property taxes on parcels within an infrastructure improvement district that are sold or developed after an appropriation is made to improve the infrastructure of that district.  Authorizes the counties to retain a portion of the surcharge for administrative expenses.  Exempts from the surcharge parcels that do not change ownership.  (SD1)	EET, WAM [Measure added on 2/25/2020] [2/26/2020 Edit: removed from this agenda to correct an error and accurately reflect the action of the committee on 2/25/20, which was to defer the measure indefinitely.]
SB3171 SD1 (SSCR2676) Status and Testimony	RELATING TO THE GREEN ENVIRONMENT. Includes objectives and policies and implementation guidelines for planning for the lei of green in the Hawaii State Planning Act.  Appropriates funds for costs associated with researching, compiling, and submitting the status report on the lei of green policy.  (SD1)	WTL/AEN, WAM [Measure added on 2/25/2020]
