RELATING TO BIOSECURITY.
Establishes the Invasive Species Rapid Response Trust Fund for rapid responses to invasive species emergencies.  Requires the Invasive Species Council to include an accounting of moneys expended in its annual report to the Legislature.  Appropriates funds.  (SD1)

Status and Testimony

RELATING TO RENEWABLE ENERGY.
Requires the Governor; Department of Business, Economic Development, and Tourism; and the Hawaii State Energy Office to develop a strategic plan that outlines benchmarks to achieve a 100% renewable energy portfolio standard.  Requires the Department of Business, Economic Development, and Tourism to submit the strategic plan to the Legislature before the Regular Session of 2022.  Appropriates funds.  (SD1)

RELATING TO THE STADIUM DEVELOPMENT DISTRICT.
Establishes the stadium development special fund.  Authorizes the Stadium Authority to acquire and hold title to real property.  Transfers authority to issue leases of the lands within the Stadium Development District from the Hawaii Community Development Authority to the Stadium Authority.  Authorizes the Stadium Authority, with approval from the Governor, to delegate to other state agencies the implementation of capital improvement projects, under certain conditions.  Repeals part IX of chapter 206E, Hawaii Revised Statutes, relating to the Stadium Development District.  Appropriates funds.  (SD1)

Status and Testimony

RELATING TO HEALTH.
Requires the Department of Human Services, upon approval from the Centers for Medicare and Medicaid Services, to establish and implement a program for providing home- and community-based services to at-risk individuals having intellectual or developmental disabilities who meet certain criteria.  Requires the department to utilize any vehicle available, including a state plan amendment or waiver to the QUEST integration section 1115 demonstration project to provide home- and community-based services for individuals having intellectual or developmental disabilities.  Appropriates funds.  (SD1)
