RELATING TO HEALTH. Authorizes the issuance of general obligation bonds to finance structure improvements for Maui Memorial Medical Center. Requires matching private funds. (SD1)

RELATING TO ALZHEIMER'S DISEASE. Establishes an outreach program in the department of health to inform physicians and appropriate non-physician practitioners participating in medicare that comprehensive care planning services for those with Alzheimer's disease and related dementias is a covered benefit under medicare. Effective 7/1/2050. (SD1)

RELATING TO HEALTH. Establishes a task force within the Department of Health to identify therapies and home- and community-based care services that may benefit persons having fetal alcohol spectrum disorders, including therapies and treatments that may benefit them as adults. Requires the task force to recommend any necessary policy changes, rule changes, or legislation to increase access to these therapies and services. Requires a report to the Legislature. (SD1)

RELATING TO HEALTH. Requires and appropriates funds for the Department of Health to establish a continuum of stabilization beds statewide for non-forensic patients with substance abuse or mental health disorders, or both, by repurposing unused state facilities. (SD1)

RELATING TO THE MENTAL HEALTH AND SUBSTANCE ABUSE SPECIAL FUND. Authorizes the mental health and substance abuse special fund to be used for certain capital improvements. Requires the Department of Health to identify, among other things, capital improvement projects that should be made with moneys from the mental health and substance abuse special fund to improve the continuum of care for behavioral health and submit a report to the Legislature. Repeals on June 30, 2025. (SD1)

RELATING TO THE GENERAL EXCISE TAX EXEMPTIONS. Beginning January 1, 2021, provides a general excise tax exemption for medical services by physicians and advanced practice registered nurses acting in the capacity as a primary care provider. (SD1)

RELATING TO TEACHER COMPENSATION. Appropriates $25,000,000 on a non-recurring basis to fund teacher compensation as negotiated and executed between the Superintendent of education and Hawaii State Teachers Association Bargaining Unit 5 for an experimental modernization project pursuant to section 78-3.5, or special education, hard-to-staff geographic locations, and Hawaiian language immersion programs, or some combination thereof. RELATING TO EDUCATION. Establishes industry certificate awards and appropriates funds to the DOE to incentivize public high schools to encourage students to obtain industry-recognized certifications. Requires the DOE to submit an annual report containing specified information about the progress of the incentivization.

RELATING TO INTERSCHOLASTIC ATHLETIC ASSOCIATIONS. Designates the interscholastic athletic associations for each county in the State. Appropriates funds to support the interscholastic athletic associations for each county in the State. (SD1)

Establishes the School Facilities Agency to be responsible for all public school development, planning, and construction, related to capital improvement projects assigned by the Legislature, Governor, or Board of Education. RELATING TO BEHAVIOR ANALYSIS. Appropriates funds to the Department of Education to provide public school and public charter school students with behavior analysis services. Requires the department to seek any necessary approvals from the Centers for Medicare and Medicaid Services to amend the state Medicaid plan to include applied behavior analysis services for eligible students who have been diagnosed with an autism spectrum disorder. RELATING TO TEACHER RENTAL HOUSING. Authorizes the Hawaii public housing authority and Hawaii housing finance and development corporation to provide rental housing projects for teachers employed by the department of education and public charter schools. Appropriates funds for the Hawaii public housing authority. Appropriates funds for deposit into the dwelling unit revolving fund. Requires the department of education to lease land and contract with private entities for the development, management, maintenance, or revitalization of teacher housing. Permits a project owner to lease teacher housing to other eligible tenants if occupancy of teacher housing falls below ninety five per cent. (SD1)

RELATING TO EDUCATION. Requires the Free Application for Federal Student Aid (FAFSA) working group created by the Department of Education to develop a state plan to make completion of the FAFSA or an opt-out waiver a statewide graduation requirement by the 2022-2023 school year. (SD1)

PROPOSING AN AMENDMENT TO THE HAWAII STATE CONSTITUTION TO AMEND THE QUALIFYING AGE OF VOTERS FOR ANY STATE OR LOCAL ELECTION. Proposes a constitutional amendment to lower the qualifying age of voters for any state or local election to sixteen years of age.

PROPOSING AN AMENDMENT TO THE CONSTITUTION OF THE STATE OF HAWAII TO AUTHORIZE THE LEGISLATURE TO ESTABLISH A SURCHARGE ON REAL PROPERTY TO FUND INFRASTRUCTURE IMPROVEMENTS NEAR RAPID TRANSIT STATIONS. Proposes an amendment to the Constitution of the State of Hawaii to authorize the State legislature to establish a surcharge on taxation of real property near rapid transit stations for the purpose of funding infrastructure improvements in those areas. RELATING TO VIOLATIONS OF CAMPAIGN FINANCE LAW. Increases the amount of the fine that may be assessed against a noncandidate committee making only independent expenditures that has received at least one contribution of more than $10,000, or spent more than $10,000 in an election period, for campaign spending law violations. Allows the Campaign Spending Commission to order that payment of a fine assessed against a noncandidate committee, or any portion thereof, be paid from the personal funds of an officer of the noncandidate committee.

RELATING TO TAXATION. Extends the period that a county may adopt a surcharge on state tax, under certain conditions, from 3/31/2019 to 9/30/2020. Allows a county with a population equal to or less than five hundred thousand that adopts a surcharge on state tax to use surcharge revenues for disaster relief. (SD1)
