RELATING TO LOAN FORGIVENESS FOR EARLY CHILDHOOD EDUCATION PROFESSIONALS.

Adds early childhood education students to the Hawaii educator loan program to allow the education loans of those individuals to be forgiven after five years teaching in early childhood education.  Appropriates funds.  (SD1)

RELATING TO EDUCATION.

Gives a preference to students who live within the service area of a school or who enrolled in the school the previous school year who apply for participation in a career and technical education program offered by that school; establishes enrollment in a career and technical education program as a new exception to the requirement to attend school within the service area in which they reside.

RELATING TO AFTER-SCHOOL PROGRAMS.

Establishes the Hawaii After-School Program for Youth within the Department of Education to provide after school programs for public school and public charter school children in grades six through eight. RELATING TO TEACHER RECRUITMENT.

Authorizes the department of education to provide incentives to enhance the recruitment and retention of public school and public charter school teachers.  (SD1)

RELATING TO TAXATION.

Provides an income tax exclusion for certain public school teachers who earn $60,000 or less per year, or households who earn $120,000 or less per year if only one person is a teacher.  Defines eligible teachers as full-time school teachers, special education teachers, school librarians and school counselors employed by the DOE or a charter school.  (SD1)

RELATING TO SCHOOL LUNCH REFORM.

Increases the number of days by which students have to apply for free or reduced lunch and to replenish the student's meal fund.  Requires the department of education to report to the legislature regarding the number of students who are denied meals based on the inability to pay. Prohibits serving an alternative meal to students who are unable to pay.  Appropriates funds to the special school lunch fund.  (SD1)

RELATING TO REMOTE TESTIMONY IN LEGISLATIVE HEARINGS.

Establishes the remote legislative access program, to be supervised by the joint legislative access committee.  Specific requirements that the joint legislative access committee must consider when developing the program.  Requires each house of the Legislature to establish, by rule, procedures for the public to present oral testimony at legislative committee hearings through remote testimony.  Appropriates funds.  Effective 7/1/2022.  (SD1)

Amends the total amount of hours per week an individual must be employed to be a qualified caregiver under the kupuna caregivers program from thirty to twenty.  Appropriates funds for the proper implementation of the kupuna caregivers program.

RELATING TO HOMELESSNESS.

Requires the Governor's Coordinator on Homelessness to develop and implement separate regional plans for various neighborhoods across the State to coordinate the services and shelter facilities of public agencies and nonprofit organizations to meet the concerns of impacted communities and needs of the homeless population.

RELATING TO HAWAIIAN HOMELANDS.

Establishes the micro enterprise assistance program on Hawaiian home lands revolving fund to provide grants and loans through the implementation of the micro enterprise assistance program to qualified native Hawaiians, native Hawaiian-controlled homestead associations, homestead association community development corporations, and Native Hawaiian community organizations with a demonstrated ability and history of making and administering loans and providing support to qualified native Hawaiians.  Appropriates funds.  Takes effect on 7/1/2050.  (SD1)
