RELATING TO EDUCATION.

Beginning with the 2019-2021 fiscal year, reduces the percentage from 6.5 per cent to 5.0 per cent of the total department of education's operating budget that can be expended for the department's administrative expenditures.  Increases the per cent of appropriations for the total budget of the department that principals can expend from seventy per cent to seventy-five per cent.

RELATING TO FUNDING FOR SCHOOL REPAIR AND MAINTENANCE.

Requires the Department of Education to include source of project funding and amount of legislative appropriations used for some other purpose and the justification for such use in the information posted on the Department's website relating to school repair and maintenance projects.

RELATING TO THE SCHOOL-LEVEL MINOR REPAIRS AND MAINTENANCE SPECIAL FUND.

Clarifies that the school-level minor repairs and maintenance special fund shall be used only to fund minor repairs and maintenance.

RELATING TO EDUCATION.

Establishes and appropriates funds for a school meal subsidy program within the department of education to provide school lunch subsidies to children whose families do not otherwise qualify for free lunch under the free and reduced price lunch program, subject to income eligibility.  (SD1)

RELATING TO THE BOARD OF EDUCATION.

Requires that the Board of Education hold at least two community meetings each year in each county to receive public input on public education and public library issues.  Removes restriction on community meetings to allow the meetings to be held for the purpose of formulating educational policy.  Exempts community meetings from certain requirements.  Requires the Board of Education to video record community meetings and make video recordings available.  (SD1)

RELATING TO THE COLLEGE SAVINGS PROGRAM.

Establishes a state income tax deduction for eligible contributions made to the Hawaii college savings program.  Applies to taxable years after 12/31/2019.  Effective 7/1/2050.  (SD1)

RELATING TO ELECTIONS.

Allows the elections commission to refer a complaint to the attorney general or county prosecutor in addition to any administrative determination and without the requirement that the commission believes the respondent has recklessly, knowingly, or intentionally committed a violation.  Disqualifies a person convicted of violating elections criminal prosecution laws from holding elective public office for ten years, rather than four.  Repeals language stipulating that elections criminal prosecution law does not apply to any person who has paid or agreed to pay fines related to report filing violations and advertisement violations prior to the commencement of the proceedings.

RELATING TO WATER SECURITY.

Requires the Commission on Water Resource Management to conduct an update of the statewide framework for the Hawaii water plan to provide guidance for Hawaii's future water plan.  Makes an appropriation.  Takes effect 12/31/2050.  (SD1)
