RELATING TO SPECIAL LICENSE PLATES.

Authorizes the issuance of special number license plates for the Polynesian Voyaging Society for electric vehicles.

RELATING TO TRANSPORTATION.

Requires that a person operating electric powered vehicles designed to travel on three wheels in contact with the ground, steered with handlebars, and that meets certain conditions has a driver's license.

Establishes registration requirements and driver's licensing requirements for operation of electric rickshaws.  Defines electric rickshaw.

Lowers the threshold blood alcohol concentration for the offense of operating a vehicle while under the influence of an intoxicant.

Increases the maximum gross vehicle weight rating for trucks and vans that a person who is granted a provisional license may drive from fifteen thousand pounds to eighteen thousand pounds.

Requires certain tow operators to provide a written disclosure of certain information and an itemization of charges prior to attaching a disabled vehicle to the tow truck in certain circumstances.

RELATING TO TRAFFIC VIOLATIONS.

Repeals several exemptions from the prohibition on operating a pickup truck with a passenger seated in the bed or load-carrying area, including the exemption that allows passengers over twelve years of age to ride in the bed or load-carrying area.  Reduces the fine for violating the prohibition.

RELATING TO THE STATEWIDE TRAFFIC CODE.

Clarifies that the term "accident" includes a collision for purposes of certain provision of the statewide traffic code.

RELATING TO OPERATING A VEHICLE UNDER THE INFLUENCE OF AN INTOXICANT.

Changes the standard for the offenses of operating a vehicle under the influence of an intoxicant and habitually operating a vehicle under the influence of an intoxicant from .08 grams of alcohol per 210 liters of breath or 100 milliliters or cubic centimeters of blood to any measurable amount of alcohol in the person's breath or blood.  Allows law enforcement officers to arrest a person if there is probable cause to believe that the person was operating a vehicle with a measurable amount of alcohol in the person's breath or blood.

 RELATING TO TRAFFIC.

Permits a bicyclist to proceed through an intersection from a right turn only lane if they cannot safely merge into the traffic lane, provided they signal intention to merge left.  Permits a bicyclist to proceed in a right turn only lane when approaching an intersection, even if they do not intend to turn right, provided that they do not pass a stopped vehicle and that they exercise reasonable safety when passing a moving vehicle.

RELATING TO CROSSWALKS.

Requires a vehicle approaching a crosswalk from the opposite direction of another vehicle stopped at that crosswalk to yield and not proceed until a pedestrian, if any, has crossed the roadway.

RELATING TO TAXATION.

Increases the amount of the rental motor vehicle surcharge tax from $5 to $8 for any county with a resident population of more than 125,000, but less than 195,000.  Sets aside the revenue from the increased surcharge tax for capacity projects in that county.

RELATING TO VEHICLE INSPECTIONS.

Codifies certain certification, renewal, and violation processes of vehicle inspectors who conduct vehicle safety inspections under the DOT.

RELATING TO TRANSPORTATION NETWORK COMPANIES.

Establishes rules, regulations, and permitting procedures for transportation network companies operating in the State.  Makes permanent insurance requirements for transportation network companies and transportation network drivers.

RELATING TO MOTORCYCLES.

Permanently authorizes the Department of Transportation under certain conditions to designate shoulders upon which the Department may authorize the driving of motorcycles.

RELATING TO COMMERCIAL DRIVER'S LICENSES.

Aligns the commercial driver's license qualification standards with federal regulations by repealing language related to medical waivers due to diabetes.  Makes conforming amendments to Code of Federal Regulation citations.

RELATING TO AUTOMOBILES.

Requires passenger vehicles to be tested for emissions as part of the required yearly inspection, excepting those vehicles manufactured prior to 1975 and within the preceding five years.

RELATING TO TRANSPORTATION.

Increases the minimum and potential maximum fine for violating Hawaii Revised Statutes sections 291-22, 291-24, and 291-24.5, which prohibit the installation and sale of noisy mufflers.
