RELATING TO MOTOR VEHICLES. Repeals the requirement for special inspection and certification of reconstructed vehicles prior to operation upon a public highway.

RELATING TO VOTING. Requires that any person who is eligible to vote and applies for a new or renewal motor vehicle driver's license, provisional license, or instruction permit, or a new, renewal, or duplicate identification card be automatically registered to vote if that person is not already registered to vote unless the applicant affirmatively declines to be registered to vote. Authorizes access to and electronic transmission of databases maintained or operated by the counties or the department of transportation containing driver's license or identification card information to election officials and the statewide voter registration system. Effective 1/1/2021.

RELATING TO MOTOR VEHICLE SUN SCREENING DEVICES. Repeals provision requiring light transmittance of no less than 35% on side and rear windows of certain vehicles using sun screening devices and glazing material. Expands exemption from regulation of sun screening side windows and rear windows of certain motor vehicles, including passenger vehicles, provided that the vehicles are equipped with rearview mirrors.

RELATING TO CHILD PASSENGER RESTRAINTS. Amends requirements for child passengers. Requires rear facing child safety seats for children under two years of age. Raises certain fines for violations.

RELATING TO MOTOR VEHICLES. Establishes a motor vehicle registration tax to fund the disposal of abandoned vehicles.

RELATING TO TRAFFIC SAFETY. Requires vehicles on certain areas of Hana highway, behind which a certain number of vehicles are formed in a line, to use turnouts on the highway to let those other vehicles proceed when passing is unsafe.

RELATING TO CIVIL IDENTIFICATION CARDS. Repeals the minimum age requirement to obtain a civil identification card in the State.

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST KEAHOLE FBO I LLC. Authorizes the issuance of special purpose revenue bonds to assist Keahole FBO I LLC with planning, designing, constructing, equipping, and operating facilities for aviation services and aviation-related services at Ellison Onizuka Kona International Airport at Keahole. Lapses 6/30/2025.

RELATING TO TOUR AIRCRAFT. Amends section 261-12 to require tour aircraft operations permit seekers to have aircraft which are outfitted with FAA approved safety devices.
