Extends the renewal period from two years to four years for licensees between the ages of seventy-two and seventy-nine.

RELATING TO HIGHWAY SAFETY.

Authorizes the examiner of drivers to accept driver's license renewal applications from civilian employees and contractors of the federal Department of Defense more than six months prior to the date of expiration under certain conditions.

RELATING TO HIGHWAY SAFETY.

Specifies that the driver's license of a civilian employee or civilian contractor of the United States Department of Defense that expires while the employee or contractor is stationed outside the United States remains valid for ninety days after the employee or contractor returns to the United States.

      Status & Testimony

RELATING TO THE USE OF INTOXICANTS WHILE OPERATING A VEHICLE.

Deposits fines for repeat offenders, habitual offenders, and offenders who operate a vehicle after license and privilege have been suspended or revoked for operating a vehicle under the influence of an intoxicant into a state drug and alcohol toxicology testing laboratory special fund.

RELATING TO IGNITION INTERLOCK DEVICES.

Requires consecutive terms of imprisonment for anyone convicted as a repeat or habitual offender if arising from same conduct as conviction for operating a vehicle without an interlock ignition device.  Requires any person operating a vehicle with an ignition interlock to have government issued identification in their immediate possession.  Expands the lookback period under provisions relating to ignition interlock requirements from five to ten years.  Expands the offense of circumventing or tampering with an ignition interlock to include obscuring the camera lens.

RELATING TO OPERATING A VEHICLE UNDER THE INFLUENCE OF AN INTOXICANT.

Establishes penalties for and defines "highly intoxicated operator".  Increases license revocation periods and lookback periods for offenses of operating a vehicle under the influence of an intoxicant.  Increases penalties for repeat offenders, habitual offenders, and persons driving on a suspended or revoked license for offenses of operating a vehicle under the influence of an intoxicant.

RELATING TO HIGHWAYS.

Establishes an old government roads commission to address the issue of jurisdiction between the State and the counties over disputed roads.  Appropriates funds.

RELATING TO MONETARY OBLIGATIONS.

Prohibits the imposition of restrictions on a person's ability to obtain or renew a driver's license or to register, renew the registration of, or transfer or receive title to a motor vehicle, as a consequence of unpaid monetary obligations.  Does not affect driver's license suspensions related to excessive speeding, lack of motor vehicle insurance, or non-compliance with a child support order.

RELATING TO REGISTRATION FEES.

Reduces the annual vehicle registration fee by fifty per cent for disabled veterans who are fifty per cent or more disabled.

Establishes the Photo Red Light Imaging Detector Systems Program (Program).  Authorizes counties to administer the Program.  Requires proceeds of fines to be expended in the county from which they were collected for operation of the Program.

RELATING TO ELECTRIC FOOT SCOOTERS.

Establishes a framework for the regulation of electric foot scooters by the State and counties.  Amends definitions of "moped" to exclude electric foot scooters.

RELATING TO MOTOR VEHICLES.

Authorizes the immediate towing of parked vehicles that are not properly registered, do not display valid safety inspection stickers, or are otherwise illegally parked.

SB 3158

      Status & Testimony

RELATING TO MOTOR VEHICLES.

Prohibits a person from intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional airbag, or airbag that does not meet federal safety requirements.  Prohibits a person from intentionally or knowingly selling, offering for sale, installing, or reinstalling in a motor vehicle any device that causes the motor vehicle's diagnostic systems to fail to warn that the motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional airbag or that no airbag is installed, as applicable.

      Status & Testimony

RELATING TO TAXATION.

Extends the period that a county may adopt a surcharge on state tax, under certain conditions, from March 31, 2019, to December 31, 2020.  Allows a county with a population equal to or less than five hundred thousand that adopts a surcharge on state tax to use surcharge revenues for disaster relief.

      Status & Testimony

RELATING TO MOTOR VEHICLE REGISTRATION.

Provides that any authorization by a county director of finance for an electronic method of motor vehicle registration, including the acceptance of any supplemental documents in electronic form, shall extend to all types of motor vehicles.
