RELATING TO COMMERCIAL MOTOR VEHICLES.

Requires the examiner of drivers to disqualify any person from driving a commercial motor vehicle for life if that person uses a commercial motor vehicle in the commission of a felony involving an act or practice of severe forms of trafficking in persons.

RELATING TO TOWING.

Clarifies meaning of existing statute relating to towing of abandoned vehicles by adding definitions; requires tow and storage companies to accept credit cards; includes penalties consistent with unfair practices per Section , Hawaii Revised Statutes.

Prohibits use, sale, alteration, or installation of motor vehicle mufflers that emit more than 95 decibels of sound.

RELATING TO PAYMENT FOR AIRPORT CHARGES.

Amends the law relating to use of credit cards to pay for airport charges to add the use of debit cards and online electronic payments; allows the airports to pay for processing fees and charges; imposes additional processing fees or charges upon the user for online electronic payments such as Automated Clearing House (ACH) payments and for credit and debit cards; and allows the airports to have the user pay for processing fees and charges directly to the credit or debit card processor.

Requires a transition to silent, clean electric mopeds by prohibiting a retailer from selling or offering for sale combustion engine-powered mopeds beginning January 1, 2022.

Creates a new chapter in the Hawaii Revised Statutes regulating peer-to-peer vehicle sharing in Hawaii.
