RELATING TO OPERATING A VEHICLE UNDER THE INFLUENCE OF AN INTOXICANT. Proposed HD1: Defines "highly intoxicated driver". Establishes higher penalties for a highly intoxicated driver operating a vehicle. Increases license revocation periods ordered by the Administrative Driver's License Recovation Office and extends the applicable lookback periods from 5 to 10 years. Requires the ignition interlock devices to be installed and maintained on one or more vehicles registered to and all vehicles operated by anyone convicted of operating a vehicle under the influence of an intoxicant, during the applicable period of license revocation. Establishes higher penalties for persons operating a vehicle under the influence of an intoxicant who are repeat offenders, habitual offenders, or who committed the subject offense while the person's license was suspended or revoked for operating a vehicle under the influence. RELATING TO TRAFFIC SAFETY. Requires the driver of a lead vehicle on the Hana highway between mile markers 00 and 43 to use turnouts and allow vehicles to pass under certain circumstances.

RELATING TO THE HAWAII COMMERCIAL HARBORS AUTHORITY. Establishes a Hawaii Commercial Harbors Authority. Appropriates funds.

RELATING TO TRANSPORTATION NETWORK COMPANIES. Requires transportation network companies to be registered with the Director of Transportation. Establishes requirements for transportation network company drivers.

RELATING TO VEHICLES. Authorizes the withholding and revocation of vehicle registrations and driver's licenses for those who abandon a vehicle under specified conditions. Authorizes the assessment and collection of charges relating to abandoned and derelict vehicles.

RELATING TO MONETARY OBLIGATIONS. Prohibits the imposition of restrictions on a person's ability to obtain or renew a driver's license or to register, renew the registration of, or transfer or receive title to a motor vehicle, as a consequence of unpaid monetary obligations. Does not affect driver's license suspensions related to excessive speeding, lack of motor vehicle insurance, or non-compliance with a child support order.

RELATING TO THE USE OF INTOXICANTS WHILE OPERATING A VEHICLE. Lowers the blood alcohol concentration threshold for the offense of operating a vehicle while under the influence of an intoxicant.

RELATING TO THE IGNITION INTERLOCK PROGRAM. Requires that an ignition interlock device not have recorded a negative report for ninety consecutive days before it can be removed.

RELATING TO IGNITION INTERLOCK DEVICES. Requires consecutive terms of imprisonment for anyone convicted as a repeat or habitual offender if arising from same conduct as conviction for operating a vehicle without an ignition interlock device. Requires any person operating a vehicle with an ignition interlock to have government issued identification in their immediate possession. Expands the lookback period under provisions relating to ignition interlock requirements from five to ten years. Expands the offense of circumventing or tampering with an ignition interlock to include obscuring the camera lens.

RELATING TO ABANDONED AND DERELICT VEHICLES. Establishes the abandoned and derelict vehicles task force to make recommendations to ensure the proper identification and disposal of abandoned and derelict vehicles left on the State's highways. Appropriates moneys.

RELATING TO PUBLIC SERVICE OFFICE HOURS. Establishes the Public Service Office Hours Task Force to study and develop a plan to reduce the number of public employees that commute during hours of peak traffic congestion. Appropriates funds.

RELATING TO AUTONOMOUS VEHICLES. Authorizes the use of automated-driving-system-equipped vehicles, automated driving systems, driverless-capable vehicles, and on-demand driverless-capable vehicle networks in the State. Establishes requirements, restrictions, and limitations for the use of these vehicles, systems, and networks.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
