RELATING TO HIGHWAY SAFETY.

Establishes a three-year photo red light imaging detector system pilot program.  Authorizes any impacted county to administer the photo red light imaging detector system pilot program.  Establishes a photo red light imaging detector systems pilot program account as a special account within the general fund.  Requires proceeds of fines expended in the county from which they were collected for operation of the photo red light imaging detector system pilot program.  Appropriates funds.  Sunsets 6/30/2023.

Status

RELATING TO OPERATING A VEHICLE UNDER THE INFLUENCE OF AN INTOXICANT.

Establishes penalties for and defines "highly intoxicated operator".  Increases license revocation periods and lookback periods for offenses of operating a vehicle under the influence of an intoxicant.  Increases penalties for repeat offenders, habitual offenders, and persons driving on a suspended or revoked license for offenses of operating a vehicle under the influence of an intoxicant.

Status

RELATING TO THE USE OF INTOXICANTS WHILE OPERATING A VEHICLE.

Establishes a state drug and alcohol toxicology testing laboratory special fund.  Deposits fines for repeat offenders, habitual offenders, and offenders who operate a vehicle after license and privilege have been suspended or revoked for operating a vehicle under the influence of an intoxicant into the fund.

RELATING TO CHILD PASSENGER RESTRAINTS.

Amends requirements for child passengers.  Requires rear facing child safety seats for children under two years of age.  Raises certain fines for violations.

RELATING TO REGISTRATION OF VEHICLES.

Allows the director of finance of a county to require payment of outstanding charges owed to the county for the towing, removal, or disposal of an abandoned or derelict vehicle within the county before issuing a motor vehicle certificate of registration.

RELATING TO MOTOR VEHICLES.

Addresses the disposition of salvaged motor vehicles by authorizing the county directors of finance to issue certificates of ownership and salvage certificate to expedite the disposal of the vehicles under specified circumstances.

RELATING TO AUTONOMOUS VEHICLES.

Authorizes the use of automated-driving-system-equipped vehicles, automated driving systems, driverless-capable vehicles, and on-demand driverless-capable vehicle networks in the State.  Establishes requirements, restrictions, and limitations for the use of these vehicles, systems, and networks.

RELATING TO LAND USE.

Authorizes the office of planning to conduct a land use study for Hauula, Oahu, that assesses the viability and cost of maintaining the transit corridor.  Appropriates funds.

RELATING TO MOTOR VEHICLE REGISTRATION.

Provides that any authorization by a county director of finance for an electronic method of motor vehicle registration, including the acceptance of any supplemental documents in electronic form, shall extend to all types of motor vehicles.

Status

RELATING TO VOTING.

Requires that any person who is eligible to vote and applies for a new or renewal motor vehicle driver's license, provisional license, or instruction permit, or a new, renewal, or duplicate identification card be automatically registered to vote if that person is not already registered to vote unless the applicant affirmatively declines to be registered to vote.  Authorizes access to and electronic transmission of databases maintained or operated by the counties or the department of transportation containing driver's license or identification card information to election officials and the statewide voter registration system.  Effective 1/1/2021.

Status

RELATING TO THE TRAFFIC CODE.

Amends the statewide traffic code to allow for the chairperson of the BLNR and county chiefs of police to designate state or county employees or contractors to issue citations for traffic violations.

RELATING TO VEHICLE INSPECTIONS.

Codifies certain certification, renewal, and violation processes of vehicle inspectors who conduct vehicle safety inspections under the DOT.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·    Testifier's name with position/title and organization;

·    The Committee(s) to which the comments are directed;

·    The date and time of the hearing; and

·    Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
