Requires the Civil Defense Agency of the County of Hawaii, Department of Emergency Management of the City and County of Honolulu, Emergency Management Agency of the County of Kauai, Emergency Management Agency of the County of Maui, Hawaii Emergency Management Agency, and University of Hawaii to each hire one full-time equivalent outreach, education, or volunteerism specialist to conduct disaster preparedness outreach and education initiatives.  Appropriates moneys.

Establishes the hazard mitigation special fund for the Hawaii Emergency Management Agency.

Establishes a Statewide Interoperable Communications Executive Committee for public safety communications and the position of the Statewide Interoperable Communications Coordinator.

RELATING TO WORLD WAR II COMMEMORATION.

Appropriates funds for programs, ceremonies, and activities commemorating the 75th anniversary of the end of World War II.

RELATING TO MEMORIALS.

Appropriates funds for the planning and design of a memorial to honor service members of the recent conflicts in the Persian Gulf, Iraq, Afghanistan, and the various theaters of the Global War on Terrorism, to be located at the Hawaii State Veterans Cemetery in Kaneohe, on the island of Oahu, and replicas of the memorial to be located at state veterans' cemeteries statewide.

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
