RELATING TO TRANSPORTATION NETWORK COMPANIES. Authorizes each county to levy and collect a county per-ride fee against a transportation network company.

RELATING TO VEHICLES. Modifies the registration process for stored vehicles with expired license plates.

RELATING TO EMERGENCY WORKERS. Amends the definition of "emergency worker" in the Penal Code to include communications dispatchers.

RELATING TO EMERGENCY MEDICAL SERVICES. Enables the Hawaii medical board to certify emergency medical technicians other than emergency ambulance services.

RELATING TO FIRE PROTECTION. Authorizes the State Fire Council to administer and expend funds from the reduced ignition propensity cigarette program special fund to support statewide fire prevention and safety programs.

RELATING TO FIREWORKS. Increases the maximum fine that may be assessed per fireworks-related violation from $2,000 to $5,000, provided that the fireworks violation does not otherwise have a specific penalty enumerated in chapter 132D, HRS.

RELATING TO THE STATE BUILDING CODE COUNCIL. Appropriates funds to add 1.0 FTE program director and 1.0 FTE staff member, and to provide for employment training, materials and supplies, and other costs associated with the state building code council and with establishing an office.

RELATING TO FACE SURVEILLANCE. Limits the government use of face surveillance except in certain circumstances. Limits the private use of face surveillance unless the subject of the face surveillance has given consent.
