RELATING TO FIREARMS.
Prohibits any person from possessing a loaded firearm while intoxicated, unless the person is in their own dwelling.  Violation is a petty misdemeanor.

RELATING TO ELECTRIC GUNS.
Repeals the ban on electric guns.  Establishes a regulatory structure for the sale and transfer of electric guns by licensed persons.  Allows for the use of electric guns for self-defense, defense of another person, and protection of property.  Restricts the use, storage, transfer, and disposal of electric guns.  Requires training and education on electric guns.  Prohibits certain individuals from possessing and using electric guns.  Prohibits the use of electric guns in the commission of crimes.

RELATING TO FIREARMS.
Establishes the Attorney General's authority, and clarifies the respective county police chiefs' existing authority, to grant licenses to carry concealed or unconcealed firearms.  Specifies training requirements for license applicants.  Amends the fee from a per-license to a per-application basis and increases the fee.

RELATING TO FIREARMS.
Prohibits the manufacture, possession, sale, barter, trade, gift, transfer, or acquisition of detachable ammunition magazines with a capacity in excess of ten rounds, regardless of the type of firearm with which the magazine is compatible.  Makes an exception for possession and use by law enforcement agencies and officers.

RELATING TO FIREARMS AMMUNITION.
Requires the licensing of sellers of ammunition, and for the identification and proper permitting of purchasers or possessors of ammunition.  Regulates ammunition in the same manner that firearms are regulated.

RELATING TO FIREARMS.
Makes it a Class C felony to purchase, manufacture, or otherwise obtain firearm parts for the purpose of assembling a firearm with no serial number.  Amends certain requirements relating to firearms registration.

Amends HRS 134-8 to include fifty caliber guns in the list of prohibited weapons.

RELATING TO FIREARM REGISTRATION.
Amends section 134-3, Hawaii Revised Statutes, to require the registration of firearms that are moved out of the State.  Creates a penalty of a petty misdemeanor for any person who fails to register a firearm that is moved out of the State.
