Extends the lapse date of the appropriation for Kauai flooding disaster relief made by Act 12, Session Laws of Hawaii 2018, to June 30, 2021.

RELATING TO THE HAWAII EMERGENCY MANAGEMENT AGENCY.

Establishes the hazard mitigation special fund for the Hawaii Emergency Management Agency.

RELATING TO EMERGENCY MANAGEMENT.

Establish a Long-term Recovery Authority to work with the State Disaster Recovery Coordinator in enhancing the capacity of the government, relevant agencies, and the community to recover from the impacts of disasters and build resilience and sustainability in the State.

RELATING TO HOMELAND SECURITY.

Establishes the Hawaii State Fusion Center as a program under the Office of Homeland Security and establishes the position of Hawaii State Fusion Center Director who shall be state-funded, responsible to the Director of Homeland Security, and accountable to manage the operations of the Center.

      Status & Testimony

RELATING TO EMERGENCY MANAGEMENT.

Improves the State's preparedness and response to disasters.  Requires statewide inventories of hospitals, dialysis centers, and medical facilities; satellite phones; and generators to provide backup power.  Appropriates funds for positions related to emergency response planning and allocation of resources and for non-perishable food in natural disasters.
