Clarifies that certain county-issued cards and certificates are not subject to the State's unfair and deceptive practices regulations related to gift certificates.

RELATING TO VOTER REGISTRATION.

Extends the voter registration deadline from thirty to fifteen days prior to each election.  Makes conforming amendments.

Authorizes election officials to establish additional voter service centers.
