RELATING TO THE BOARD OF EDUCATION. Requires that the Board of Education hold at least two community meetings each year in each county to receive public input on public education and public library issues. Removes restriction on community meetings to allow the meetings to be held for the purpose of formulating educational policy. Exempts community meetings from certain requirements. Requires the Board of Education to video record community meetings and make video recordings available. Effective 7/1/2050. (SD2)

RELATING TO THE BOARD OF EDUCATION. Requires the Board of Education to hold no less than six community forums annually, with at least one forum in each county. Requires the Board to include an open forum for public comments on non-agenda items. Requires a report to the Legislature on implementing open forums. Effective 7/1/2050. (SD1)

RELATING TO BEHAVIOR ANALYSIS. Appropriates funds to the Department of Education to provide public school and public charter school students with behavior analysis services. Requires the department to seek any necessary approvals from the Centers for Medicare and Medicaid Services to amend the state Medicaid plan to include applied behavior analysis services for eligible students who have been diagnosed with an autism spectrum disorder. RELATING TO FUNDING FOR SCHOOL REPAIR AND MAINTENANCE. Requires the Department of Education to include source of project funding and amount of legislative appropriations used for some other purpose and the justification for such use in the information posted on the Department's website relating to school repair and maintenance projects. Effective 7/1/2050. (SD1)

RELATING TO EDUCATION. Establishes and appropriates funds for a school meal subsidy program within the department of education to provide school lunch subsidies to children whose families do not otherwise qualify for free lunch under the free and reduced price lunch program, subject to income eligibility. Effective 7/1/2050. (SD2)

RELATING TO SCHOOL LUNCH REFORM. Increases the number of days by which students must apply for free or reduced lunch and replenish the student's meal fund. Prohibits serving an alternative meal to students solely for failure to pay within thirty days of the first semester of a school year or thirty days after the student's meal fund account reaches a zero or negative balance. Prohibits a school from publicly identifying or stigmatizing a student who is unable to pay for a school meal. Requires the Department of Education to use moneys from the special school lunch fund to provide school meals. Appropriates funds into and out of the special school lunch fund. Requires the Department of Education to report to the Legislature regarding the number of students who are denied meals based on the inability to pay. Effective 7/1/2050. (SD2)

RELATING TO AFTER-SCHOOL PROGRAMS. Establishes the Hawaii After-School Program for Youth within the Department of Education to provide after-school programs for public school and public charter school students in grades six through eight. Establishes the Hawaii after-school program for youth special fund. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO CHARTER SCHOOLS. Amends the performance framework requirements for charter schools. Amends authorizers' reporting and audit requirements. Amends authorizers' responsibilities in reviewing charter applications. Effective 7/1/2050. (SD1)

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
