RELATING TO THE CONFERENCE CENTER REVOLVING FUND. Expands the scope of the University of Hawaii at Hilo conference center revolving fund to all programs conducted by the University of Hawaii at Hilo. Requires an annual report to the Legislature regarding the fund. Gives the chancellor of the University of Hawaii at Hilo, rather than the Dean of the college of continuing education and community service, authority to expend moneys from the fund.

RELATING TO THE UNIVERSITY OF HAWAII. Removes the $3 million cap on the amount the University of Hawaii system can expend from the University of Hawaii tuition and fees special fund for the University of Hawaii Foundation.

RELATING TO THE UNIVERSITY OF HAWAII PROMISE PROGRAM. Expands the Hawaii community college promise program to provide scholarships for the unmet direct cost needs of qualified students at any four‑year University of Hawaii campus who meet certain eligibility criteria. Appropriates funds for the program.

RELATING TO THE UNIVERSITY OF HAWAII PROMISE PROGRAM PLUS. Establishes the University of Hawaii Promise Program Plus to provide scholarships for the unmet direct cost needs of qualified students enrolled in bachelor's degree programs in teaching, health care, social work, or engineering at the University of Hawaii who commit to work for at least three years in Hawaii. Appropriates funds to establish, implement, and manage the program.

RELATING TO THE UNIVERSITY OF HAWAII. Proposed HD1: Establishes, and appropriates funds for, a network improvement community task force to develop a K-12 science, technology, engineering, and mathematics (STEM) teacher education degree for the University of Hawaii. Appropriates funds for the Office of International and Regional Partnerships of the University of Hawaii Maui College for study abroad programs.

RELATING TO THE UNIVERSITY OF HAWAII COLLEGE OF TROPICAL AGRICULTURE AND HUMAN RESOURCES. Makes an appropriation to the University of Hawaii College of Tropical Agriculture and Human Resources for ornamental and landscaping entomologist specialist, plant pathologist extension agent, and pesticide specialist positions.

RELATING TO THE UNIVERSITY LABORATORY SCHOOL. Makes permanent the law exempting the University Laboratory School from the public charter school enrollment policy so that it may conform its student enrollment profile to the standard prescribed by the University of Hawaii college of education in order to meet college's research requirements.
