Conforms statutory prohibitions against wage discrimination with other prohibitions on employment discrimination.  Clarifies allowable justifications for compensation differentials and remedies for pay disparity.  Requires employers to disclose wage ranges to employees and prospective employees.  Takes effect 1/1/2050.  (HD1)

Prohibits an employer from requiring an employee to enter into a nondisclosure agreement pertaining to sexual harassment or sexual assault.  Prohibits an employer from retaliating against an employee for disclosing or discussing sexual harassment or sexual assault.  Takes effect 1/1/2050.  (HD1)

RELATING TO EMPLOYMENT DISCRIMINATION.

Limits the convictions that may be used in employment decisions from all convictions in the most recent ten years to felony convictions that occurred in a certain time period and misdemeanor convictions that occurred in a certain time period.  Takes effect on 1/1/2050.  (HD1)

Updates various assessments and penalties under DLIR's jurisdiction by revising the monetary assessments according to changes in the Consumer Price Index.  Takes effect on 1/1/2050.  (HD2)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Specifies that each EUTF trustee, in addition to the EUTF board, shall administer health and other benefit plans for the sole and exclusive benefit of EUTF beneficiaries.  Repeals provisions requiring health and other benefit plans to be provided at an affordable cost to both public employers and public employees.  Takes effect on January 1, 2050.  (HD1)

RELATING TO WORKFORCE DEVELOPMENT.

Establishes the state YouthBuild Program to assist non-profit and public entities in applying and qualifying for federal YouthBuild Program grants.  Authorizes DLIR to award grants to eligible non-profit or public entities to meet the matching funds requirement for federal YouthBuild grant awards.  Appropriates funds.  Effective 1/1/2050.  (HD1)

RELATING TO CONTRACTORS.

Requires a specialty contractor to obtain a C-48 specialty license (structural steel contractor) or sublicense if the performance of work on a contract requires a C-48 specialty license or sublicense and the specialty contractor does not have that specialty license or sublicense.  Effective on 1/1/2050.  (HD1)
