RELATING TO RETIREMENT SAVINGS.

Establishes the Retirement Savings Task Force to secure a consultant to: assess the feasibility of a Hawaii Retirement Savings Program; research the implications of the enactment of the federal SECURE Act; draft an implementation plan for the Retirement Savings Program; and report to the Legislature.  Makes an appropriation.

RELATING TO GENDER EQUITY.

Requires publicly held domestic and foreign corporations to includes certain numbers of females among their boards of directors.  Authorizes administrative fines for noncompliance.

RELATING TO FAMILY LEAVE.

Provides family leave insurance benefits and extends period of family leave to sixteen weeks for businesses that employs one or more employees who meet the hourly qualifications.

RELATING TO THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS.

Updates various assessments and penalties under the jurisdiction of the Department of Labor and Industrial Relations by revising the monetary assessments according to changes in the Consumer Price Index.

Status

PROPOSING AN AMENDMENT TO ARTICLE XVI, SECTION 2, OF THE HAWAII STATE CONSTITUTION, TO AUTHORIZE THE LEGISLATURE TO REQUIRE THE FORFEITURE OR REDUCTION OF PENSION BENEFITS OF A MEMBER, FORMER MEMBER, OR RETIRANT OF THE EMPLOYEES' RETIREMENT SYSTEM WHO IS CONVICTED OF A FELONY RELATED TO THE MEMBER'S, FORMER MEMBER'S, OR RETIRANT'S EMPLOYMENT WITH THE STATE OR ANY POLITICAL SUBDIVISION THEREOF.

Proposes a constitutional amendment to article XVI, section 2, of the state constitution to authorize the legislature to require the forfeiture or reduction of benefits of any member, former member, or retirant of the employees' retirement system who is convicted of a felony related to the member's, former member's, or retirant's employment with the State or any political subdivision thereof.

Status

RELATING TO GOVERNMENT.

Authorizes forfeiture of certain employees' retirement system benefits, pursuant to court order, for state or county employees and designated beneficiaries who are convicted of an employment-related felony.  Makes ethics code violations a class A felony if the salary of the employee who commits the offense is subject to the recommendation of the Commission on Salaries.  Increases the offense of bribery to a class A felony if the salary of the public servant who commits the offense to recommendation by the Commission on Salaries.  Directs the Commission on Salaries to consider the deterrence of corruption and bribery by persons appointed to those positions.  Creates a task force to investigate avenues to prevent corruption and bribery issues among public servants in positions of influence.

Status

RELATING TO PENALTIES.

Establishes on January 1, 2021, a three-year pilot project within the traffic violations bureau of the district court of the first circuit that requires the court to adjust court-imposed monetary assessments resulting from motor vehicle moving violations.  Establishes income-based adjustments for traffic fines.  Appropriates funds.  Repeals the pilot project on December 31, 2023.
