RELATING TO VIOLATIONS OF CAMPAIGN FINANCE LAW. Increases the amount of the fine that may be assessed against a noncandidate committee making only independent expenditures that has received at least one contribution of more than $10,000, or spent more than $10,000 in an election period, for campaign spending law violations. Allows the Campaign Spending Commission to order that payment of a fine assessed against a noncandidate committee, or any portion thereof, be paid from the personal funds of an officer of the noncandidate committee. Effective 7/1/2050. (SD1)

RELATING TO ELECTIONS. Allows the elections commission to refer a complaint to the attorney general or county prosecutor in addition to any administrative determination and without the requirement that the commission believes the respondent has recklessly, knowingly, or intentionally committed a violation. Disqualifies a person convicted of violating elections criminal prosecution laws from holding elective public office for ten years, rather than four. Repeals language stipulating that elections criminal prosecution law does not apply to any person who has paid or agreed to pay fines related to report filing violations and advertisement violations prior to the commencement of the proceedings.

RELATING TO RANKED CHOICE VOTING. Establishes ranked choice voting for special federal elections and special elections of vacant county council seats. Effective 7/1/2050. (SD2)

RELATING TO ELECTIONEERING COMMUNICATIONS. Applies the electioneering communication section only to noncandidate committees. Amends the definition of "disclosure date" to mean the date on which the electioneering communication is publicly distributed. Expands the definition of "electioneering communication" to apply to advertisements sent by any mail rate and communications regarding expenditures of the organization. Makes a conforming statutory amendment relating to the determination of the date by which a person is deemed to have made a campaign expenditure. (SD1)

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS. Amends ballot requirements to display candidates for the office of Hawaiian affairs, board of trustees, by residency and non-residency requirements and to randomize the order of candidate names within those groupings. Takes effect 6/18/2050. (SD1)

RELATING TO BOARD MEMBERS. Permits two or more members of a board to attend state of the city, state of the county, state of the State, or state of the judiciary addresses; provided that the board members do not discuss board business and no commitment to vote is made or sought. (SD1)

RELATING TO ADDRESS CONFIDENTIALITY. Appropriates funds for one full-time equivalent (1.0 FTE) position, operating costs, and equipment to support the Office of the Lieutenant Governor in administering the Address Confidentiality Program. Effective 7/1/2050. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 15 copies (including an original) to Room 442 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6531 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
