Status

RELATING TO THE HAWAIIAN HOMES COMMISSION.

Allows the Hawaiian homes commission or the department of Hawaiian hone lands to retain independent legal counsel as needed.  Authorizes the Hawaiian homes commission and the department of Hawaiian home lands to use the services of the attorney general as needed and when the interests of the State, Hawaiian homes commission, and department of Hawaiian home lands are aligned.  Provides that funds paid to independent legal counsel shall be paid by the State.

Status

RELATING TO VACANT AND ABANDONED RESIDENTIAL STRUCTURES.

Requires counties to expedite demolition permits for vacant and abandoned residential homes.  Allows the department of taxation to seek sale of the property through non-judicial foreclosure of vacant and abandoned residential properties with outstanding recorded state tax liens at any time after establishing vacancy and abandonment.

RELATING TO NOTARIES PUBLIC.

Updates the laws regarding notaries public including the following: to conform to the Revised Uniform Law on Notarial Acts (2018) (RULONA), the Hawaii Uniform Electronic Transactions Act, other state notary laws, and current notary practices.

RELATING TO THE COMMISSION ON SALARIES.

Requires the commission on salaries that convenes in 2024 to make salary recommendations for the following eight fiscal years.  Provides for the executive, judicial, and legislative branch salary recommendations to become effective on the same date beginning on July 1, 2033.

Makes appropriations for claims against the State, its officers, and its employees.

RELATING TO STATUTORY REVISION:  AMENDING OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES OR THE SESSION LAWS OF HAWAII FOR THE PURPOSES OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, OR DELETING OBSOLETE OR UNNECESSARY PROVISIONS.

Amends or repeals various provisions of the Hawaii Revised Statutes or the Session Laws of Hawaii for the purposes of correcting errors and references, clarifying language, or deleting obsolete or unnecessary provisions.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
