RELATING TO CAMPAIGN CONTRIBUTIONS.

Provides that excess contributions by nonresident contributors shall escheat to the Hawaii election campaign fund if not returned to the contributor within 30 days.  Amends the allowable uses of campaign funds.  Amends the time for a candidate who is elected to office to use campaign funds or return the funds.  Sunsets 11/5/2024.  Effective 7/1/2050.  (HD1)

RELATING TO CRIMINAL OFFENSES AGAINST SENIORS.

Lowers the age at which enhanced penalties apply for crimes against seniors from sixty-two years of age to an unspecified age.  Makes commission of certain criminal offenses against a senior's person or property applicable regardless of the perpetrator's knowledge of the senior victim's age.  Effective 7/1/2050.  (HD1)

RELATING TO DOMESTIC ABUSE.

Provides that family courts may withhold from public inspection any record of a denied temporary restraining order or denied protective order; provided that these records shall remain accessible to law enforcement without a court order.  Takes effect on 7/1/2050.  (HD1)

RELATING TO THE STATE ETHICS CODE.

Makes various amendments to the State Ethics Code.  Repeals exemption from certain financial disclosure requirements granted to members of the Hawaii Correctional System Oversight Commission.  Effective 1/1/2050.  (HD2)

RELATING TO CHILDHOOD SEXUAL ABUSE.

Amends statutory limitations on the time period in which a survivor of childhood sexual abuse may file a civil suit. Allows punitive damages. Permits the court to order restorative justice measures, if deemed appropriate. Effective upon approval. (Proposed SD1)

RELATING TO SEX TRAFFICKING.

Includes coercion as a means of committing the offense of sex trafficking. Removes the criminal statute of limitations for sex trafficking. Specifies that sex trafficking of a minor is a strict liability offense. Repeals the offense of solicitation of a minor for prostitution. (Proposed SD1)
