Provides that family courts may withhold from public inspection any record of a denied temporary restraining order or denied protective order; provided that these records shall remain accessible to law enforcement without a court order.  Takes effect on 7/1/2050.  (HD1)

RELATING TO THE STATE ETHICS CODE.

Amends certain parts of the conflicts of interests law of the state ethics code to include members of the legislature. Clarifies that the conflicts of interests law does not prohibit a legislator from introducing legislation, serving on a committee, making statements, or taking action in the exercise of their legislative functions. Effective 1/1/2050. (HD2)

Amends statutory limitations on the time period in which a survivor of childhood sexual abuse may file a civil suit. Allows punitive damages up to two times the amount of compensatory damages. Permits the court to order restorative justice measures, if deemed appropriate. Takes effect on 7/1/2050. (HD1)

RELATING TO SEX OFFENDERS.

Allows a court to prohibit persons convicted of a crime against minors or sexual offense on 7/1/2020, and thereafter, from residing, permanently or temporarily, within 500 feet of any public or private school, child care facility, playground, or park where children may gather. Takes effect on 7/1/2050. (HD1)

RELATING TO SEXUAL OFFENSES.

Amends the offense of solicitation of a minor for prostitution by specifying that the act of offering or agreeing to any type of consideration, rather than payment of a fee, constitutes solicitation of a minor. Makes solicitation of a minor a class B felony. Clarifies that the offender's state of mind is not required when the person solicited is a law enforcement officer who holds themselves out as a minor. Imposes a criminal penalty on any parent, guardian, or person having custody or control of a minor that offers or agrees for consideration for the purpose of another person engaging in sexual conduct with the minor. Imposes a criminal penalty on any person that entices a parent, guardian, or person having custody or control of a minor by electronic means for the purposes of engaging in sexual conduct with the minor. Imposes a criminal penalty on any person that solicits another for prostitution of a minor. Effective 7/1/2050. (HD1)
