Amends the deadline for candidate committees and noncandidate committees to file organizational reports. Imposes upon both candidate committees and noncandidate committees consistent content, filing, and deadline requirements for organizational reports and preliminary reports. Takes effect on 7/1/2050. RELATING TO THE STATE ETHICS CODE.

Restores statutory protection for legislators when carrying out a legislative function. Clarifies that each house of the legislature shall adopt rules regarding disclosure of the nature and extent of any interest or transaction that the legislator believes may be affected by the legislator's official action. Takes effect on 7/1/2050. (HD1)

RELATING TO CAMPAIGN CONTRIBUTIONS.

Provides that excess contributions by nonresident contributors shall escheat to the Hawaii election campaign fund if not returned to the contributor within 30 days. Amends the allowable uses of campaign funds. Amends the time for a candidate who is elected to office to use campaign funds or return the funds.  Sunsets 11/5/2024. Effective 7/1/2050. (HD1)

Clarifies applicable reimbursement to the State or the defense for expert witness fees, as it pertains to testimony, preparation, and in-court attendance in state court criminal proceedings.  Effective 7/1/2050. (HD2)

RELATING TO CRIMINAL OFFENSES AGAINST SENIORS.

Lowers the age at which enhanced penalties apply for crimes against seniors from sixty-two years of age to an unspecified age. Makes commission of certain criminal offenses against a senior's person or property applicable regardless of the perpetrator's knowledge of the senior victim's age. Effective 7/1/2050. (HD1)

RELATING TO ELECTIONS.

Makes housekeeping amendments to Hawaii's elections laws to clarify and improve the administration of elections by mail. Establishes a process, beginning on January 1, 2021, for preregistering or registering public school- and charter school-enrolled students to vote. Establishes ranked choice voting for special federal elections, special elections for vacant state senate or state house of representatives seats, and special elections for vacant county council seats. Amends filing deadlines for candidates attempting to fill vacant state senate seats. Effective 7/1/2030. (HD2)

Makes an appropriation to the judiciary to contract with nonprofit organizations to provide legal assistance and legal counsel to immigrants in determining legal status and citizenship, provide diversion to existing services, and otherwise provide counsel for existing rights. RELATING TO THEFT.

Amends the offense of theft in the second degree to include theft of property commonly used to store items of personal or monetary value, including any purse, handbag, or wallet. Requires property owners to hold illegally parked bicycles found on their property for seven days. Provides that for the first offense of theft of a bicycle, a person shall be guilty of a misdemeanor, and, for the second and each subsequent offense, shall be guilty of a class C felony. Takes effect on 7/1/2050. (HD1)
