Authorizes the examiner of drivers to accept driver's license renewal applications from civilian employees and contractors of the federal Department of Defense more than six months prior to the date of expiration under certain conditions.

RELATING TO COMMERCIAL MOTOR VEHICLES.

Requires the examiner of drivers to disqualify any person from driving a commercial motor vehicle for life if that person uses a commercial motor vehicle in the commission of a felony involving an act or practice of severe forms of trafficking in persons.  (SD1)

RELATING TO THE USE OF INTOXICANTS WHILE OPERATING A VEHICLE.

Lowers the threshold blood alcohol concentration for the offense of operating a vehicle while under the influence of an intoxicant.

RELATING TO IGNITION INTERLOCK DEVICES.

Requires consecutive terms of imprisonment for anyone convicted as a repeat or habitual offender if arising from same conduct as conviction for operating a vehicle without an interlock ignition device.  Requires any person operating a vehicle with an ignition interlock to have government issued identification in their immediate possession.  Expands the lookback period under provisions relating to ignition interlock requirements from five to ten years.  Amends the sentencing guideline to be between six months and one year.  Expands the offense of circumventing or tampering with an ignition interlock to include obscuring the camera lens.  (SD1)

RELATING TO MOTOR VEHICLES.

Prohibits a person from intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional airbag, or airbag that does not meet federal safety requirements.  Prohibits a person from intentionally or knowingly selling, offering for sale, installing, or reinstalling in a motor vehicle any device that causes the motor vehicle's diagnostic systems to fail to warn that the motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional airbag or that no airbag is installed, as applicable.  (SD1)

Increases the minimum and potential maximum fine for violating Hawaii Revised Statutes sections 291-22, 291-24, and 291-24.5, which prohibit the installation and sale of noisy mufflers.

RELATING TO MOTOR VEHICLE REGISTRATION.

Provides that any authorization by a county director of finance for an electronic method of motor vehicle registration, including the acceptance of any supplemental documents in electronic form, shall extend to all types of motor vehicles and intermodal equipment.  Takes effect 1/1/2021.  (SD1)
