RELATING TO HAWAIIAN EXPERTISE IN LAND USE AND RESOURCE MANAGEMENT.

Prohibits council, board, and commission members from serving if the member has not completed, within the requisite time, the required training course related to native Hawaiian and Hawaiian traditional and customary rights, native Hawaiian and Hawaiian natural resource protection and access rights, and the public trust, including the State's trust responsibility.  Requires that at least 4 members each of the board of land and natural resources and the state land use commission be appointed from a list submitted by the office of Hawaiian affairs.  (SD1)

Prohibits a person from advertising or conducting a live musical performance through the use of deceptive affiliation under certain conditions.  Enables action against deceptive practices by imposing penalties and private right of action.  (SD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Authorizes a court to order the forfeiture of Employees' Retirement System benefits of an ERS member, former member, or retirant upon conviction of the individual for a felony related to the State or county employment of the individual.  Authorizes designated beneficiaries to receive ERS benefits upon the death of the ERS member, former member, or retirant convicted of the felony.  (SD1)

RELATING TO VETERINARY MEDICINE.

Prohibits the owner of an animal, and the owner's employees, from performing any surgical procedure, including but not limited to surgical birth, ear cropping, tail docking, or debarking on the animal without being licensed as a veterinarian.  Makes intentionally or knowingly performing any surgical procedure on a pet animal by any person not licensed as a veterinarian guilty of a class C felony.  Specifies that accepted veterinary practices and cropping or docking as customarily practiced, shall not be considered cruelty to animals in the first degree if performed by a licensed veterinarian.  (SD1)

RELATING TO THE UNIVERSITY OF HAWAII BOARD OF REGENTS.

Requires all public meetings of the Board of Regents to be recorded in live digital audio format by May 1, 2020, and in digital video beginning September 1, 2020.  Requires all recording to be archived and made available to the public.  Requires the Board of Regents to determine its accessibility obligations pursuant to the Americans with Disabilities Act and comply with those obligations.  (SD1)

RELATING TO THE BOARD OF EDUCATION.

Requires the Board of Education to hold no less than six community forums annually, with at least one forum in each county.  Requires the Board to include an open forum for public comments on non-agenda items.  Requires a report to the Legislature on implementing open forums.  Effective 7/1/2050.  (SD1)
