RELATING TO VEHICLE INSPECTIONS.

Codifies certain certification, renewal, and violation processes of vehicle inspectors who conduct vehicle safety inspections under the DOT.  Repeals section 286-85, HRS, which requires reconstructed vehicles to obtain a special inspection and certification.  Takes effect on approval.  (SD1)

RELATING TO HIGHWAY SAFETY.

Establishes the Photo Red Light Imaging Detector Systems Program (Program).  Authorizes counties to administer the Program.  Requires proceeds of fines to be expended in the county from which they were collected for operation of the Program.  (SD1)

RELATING TO HEMP.

Legalizes the growth of hemp in the State through the United States Department of Agriculture hemp production program.  Allows the processing and sale of hemp products in the State through State licensing.  Expedites the substitution of the USDA hemp production program for the existing industrial hemp pilot program as required by federal law.  Takes effect on 7/1/2020.  (SD1)

RELATING TO CHILD SUPPORT.

Requires the AG and DHS to convene a study group to examine the impacts, costs, and impediments of allowing child support payments to pass through to TANF recipients and submit a report to the legislature prior to the 2021 Regular Session.  Effective 12/31/2059.  (SD1)

RELATING TO HEMP PRODUCTS.

Establishes a hemp processor registry for hemp-derived products that consists of labeling and independent laboratory testing to ensure products do not contain contaminants unfit for human consumption.  Prohibits hemp processors, distributors, and retailers from making unwarranted health claims of their hemp-derived products.  Prohibits the sale or furnish of any hemp product to a person under twenty-one years of age.  Prohibits the sale, hold, offer, or distribution for sale of any hemp-derived products designed to be appealing to children.  Requires these products to be properly labeled to be legally allowed for sale in the State.  Requires certain warning statements to be placed on the packaging of hemp-derived products.  Establishes penalties.  Appropriates funds.  Effective 7/1/2050.  (SD1)

RELATING TO MASSAGE THERAPY.

Requires the Board of Massage Therapy to adopt and enforce sanitation rules for massage establishments.  Repeals existing statutory language that classifies unlicensed activity as a petty misdemeanor in favor of existing statutes that treat unlicensed activity as a misdemeanor.  Increases the minimum fine from $100 to $250 and the maximum fine from $1,000 to $2,000 for each violation of the massage therapy laws.  (SD1)

RELATING TO THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS.

Updates various assessments and penalties under DLIR's jurisdiction by revising the monetary assessments according to changes in the Consumer Price Index.  Takes effect on its approval.  (SD1)

RELATING TO DOMESTIC ABUSE.

Amends the definition of "domestic abuse" under Hawaii's insurance laws and laws relating to domestic abuse protective orders to include coercive control between family or household members.  Defines "coercive control".  (SD1)

RELATING TO THE YOUTH VAPING EPIDEMIC.

Bans the sale of flavored tobacco products.  Prohibits mislabeling of e-liquid products containing nicotine.  Establishes fines and penalties for violations.  Authorizes a court to impose, as a penalty on a person eighteen to twenty-one years of age who is convicted of possession of a tobacco product or electronic smoking device, the requirement to complete a tobacco education program, complete a tobacco use cessation program, or perform community service instead of paying a fine.  Requires a parent or guardian of a minor to select from among the penalties for a minor convicted of possession of a tobacco product or electronic smoking device.  Effective 7/1/2020.  (SD1)

RELATING TO PESTICIDES.

Establishes the Pesticide Disposal Collection Program within the Department of Agriculture to provide a one-time, affordable, and environmentally accessible means for the disposal of restricted and nonrestricted use pesticides from a bona fide agricultural entity.  Convenes a Pesticide Disposal Collection Program Steering Committee to guide and monitor the program.  Increases fines for pesticide use violations.  Appropriates funds.  Effective 7/1/2020.  (SD1)
