RELATING TO ENHANCED 911 SERVICES. Establishes a prepaid wireless E911 surcharge to be imposed on prepaid wireless telecommunications services purchased at a retail transaction. Allows sellers to deduct and retain three per cent of the surcharge for administrative expenses. Requires deposit of the surcharge balance into the enhanced 911 fund. Amends the enhanced 911 surcharge rate.

RELATING TO COMMERCIAL MOTOR VEHICLES. Requires the examiner of drivers to disqualify any person from driving a commercial motor vehicle for life if that person uses a commercial motor vehicle in the commission of a felony involving an act or practice of severe forms of trafficking in persons.

RELATING TO TAX RETURN PREPARERS. Requires each tax return preparer to have a valid preparer tax identification number issued by the Internal Revenue Service and to furnish the preparer's tax identification number on any return or claim for refund if required by DOTAX. Establishes penalties for failure to comply. Provides that tax return preparers shall not be liable for penalties prior to January 1, 2021.

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING TRUST FUNDS. Allows the Contractors License Board and the Real Estate Commission to adjust, reduce, suspend, or cease collection of recovery fund and education fund fees when fund levels are adequate to carry out the statutory mandates for which the funds were created.

RELATING TO THE CONTRACTORS RECOVERY FUND. Increases the monetary amount an injured homeowner may recover from the Contractors Recovery Fund.

RELATING TO MENTAL HEALTH COUNSELORS. Clarifies that the practicum internship experience requirement shall be included with the course work in counseling requirement for mental health counselors. Clarifies the supervision requirements of licensure for mental health counselors by permitting applicants to fulfill all or part of their face-to-face clinical supervision requirement by a videoconference service.

RELATING TO MASSAGE THERAPY. Authorizes the Board of Massage Therapy to promulgate and enforce sanitation rules for massage establishments. Repeals section 452-19(a), Hawaii Revised Statutes, in favor of existing statutes that already treat unlicensed activity as a misdemeanor. Increases the minimum fine from $100 to $250 and the maximum fine from $1,000 to $2,000 for each violation.

RELATING TO THE MORTGAGE LOAN RECOVERY FUND. Expands the pool of persons eligible to receive restitution from the Mortgage Loan Recovery Fund.

RELATING TO STATE SERVICE FEES. Applies section 92-28, Hawaii Revised Statutes, to all fees collected by the Department of Commerce and Consumer Affairs.

RELATING TO THE PEER REVIEW OVERSIGHT COMMITTEE. Clarifies the role of the Board of Public Accountancy in selecting members to serve on the Board's Peer Review Oversight Committee.

RELATING TO CEMETERY AUTHORITY EXEMPTION. Clarifies that churches granted an exemption under section 441-22.1, Hawaii Revised Statutes, are exempt from all requirements of chapter 441, Hawaii Revised Statutes, and that other exempted entities shall comply with any provision of this chapter upon order of the Director of the Department of Commerce and Consumer Affairs.

RELATING TO BLOCKCHAIN TECHNOLOGY. Requires DCCA to establish a blockchain working group to determine a recommended definition for blockchain technology and recommendations for individuals, businesses, and state agencies to use blockchain technology and report to the legislature. Appropriates funds.

RELATING TO CABLE TELEVISION. Amends the factors the director of commerce and consumer affairs must consider when determining whether cable service should be made available upon a new application of a cable franchise. Requires that the director require cable operators to provide cable service to residences in their service area where there is a minimum density of at least twenty-five homes per linear mile, with certain exceptions.

RELATING TO A BANK OF THE STATE OF HAWAII. Directs the Department of Commerce and Consumer Affairs to conduct a comprehensive review of relevant state laws to develop legislation to establish a state-operated bank of the State of Hawaii. Appropriates funds to conduct the review.
