RELATING TO THE KUPUNA CAREGIVERS PROGRAM.

Reduces from thirty to twenty the total number of hours per week an individual must be employed to be a qualified caregiver under the kupuna caregivers program from thirty to twenty.  Appropriates funds for the proper implementation of the kupuna caregivers program.  Effective 7/1/2050.  (SD1)

Status

RELATING TO FAMILY COURTS.

Amends provisions relating to criteria and procedures in family court determinations regarding custody and visitation rights.  Clarifies that a parent's felony conviction for a violent or sexual offense in which the victim was a minor, or requirement to register as a sex offender, raises a rebuttable presumption that custody or visitation by that parent is not in the best interest of the child.  Establishes that a person who is granted unsupervised contact with a child and who is required to register as a sex offender as a result of a felony conviction in which the victim was a minor constitutes prima facie evidence that the child is at significant risk.  Requires courts to state reasons for findings in writing or on the record, including specific findings that there is no risk to the child's health, safety, and welfare.  Takes effect 8/26/2050.  (SD1)

Amends the definition of "chronically homeless" to provide clarity and improve the delivery and development of homeless services.  (SD1)

Extends the emergency department homelessness assessment pilot program and medical respite pilot program to December 31, 2021.  Appropriates funds.  Effective 7/1/2050.  (SD1)

RELATING TO SPECIAL IMMIGRANT JUVENILE STATUS.

Specifies that the family court has jurisdiction in proceedings concerning the custody or guardianship of an immigrant child pursuant to a motion for Special Immigrant Juvenile factual findings requesting a determination that the child was abused, neglected, or abandoned before the age of 18.

·    Testifier's name with position/title and organization;

·    The Committee(s) to which the comments are directed;

·    The date and time of the hearing; and

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
