RELATING TO MINORS.

Expands the circumstances where a minor may consent to no cost emergency shelter and related services to include cases where the provider is coordinating with child welfare services.

RELATING TO SAFE AND EFFECTIVE DISCIPLINE.

Clarifies the use of reasonable corporal punishment.  Repeals the justification of use of force by parents, guardians, teachers, and persons otherwise entrusted with the care or supervision of a minor.

Status

RELATING TO PERSONS WITH DISABILITIES.

Requires the department of human services to establish a medicaid buy-in program for workers with disabilities.

RELATING TO HEALTH.

Designates the month of October as "Disability Awareness Month:  Employment, Enrichment, and Inclusion" in recognition of the employment challenges and successes of persons with disabilities in the State.

Status

RELATING TO PARKING FOR DISABLED PERSONS.

Amends the definitions of "certificate of disability" and "person with a disability" to allow a person with a disability that does not limit or impair the ability to walk and needs special accommodations to enter and exit their vehicle to be issued a disability parking permit.

RELATING TO LONG TERM CARE.

Requires the executive office on Aging to report the assessment of progress toward the reported goals and state recommendations going forward; appropriate funds for one fiscal year to the executive office on aging.

Status

MAKING AN APPROPRIATION FOR THE OFFICE OF THE LONG-TERM CARE OMBUDSMAN PROGRAM.

Appropriates funds to the office of the long-term care ombudsman for six full-time (6.0 FTE) ombudsman specialist positions; two each on Oahu and Hawaii and one each on Kauai and Maui.

HB 1987

Status

RELATING TO A HAWAII SENIOR BENEFITS PAYMENT PROGRAM.

Establishes within the Executive Office on Aging the Hawaii Senior Benefits Payment Program to provide qualifying senior citizens in the State with a monthly stipend to defray cost of living expenses.  Appropriates funds.  Effective 7/1/2020.

Status

RELATING TO SUBSTANCE ABUSE TREATMENT.

Prohibits smoking and the use of tobacco products on the premises of substance abuse treatment facilities.  Takes effect on 1/1/2021.

HB 2022

Status

RELATING TO THE MENTAL HEALTH AND SUBSTANCE ABUSE SPECIAL FUND.

Authorizes expenditures from the mental health and substance abuse special fund to be used for certain capital improvement projects.  Limits the expenditures for capital improvement projects at 15% of total expenditures from the special fund and 15% of the total surplus of the special fund.  Excludes projects that would expand inpatient forensic capacity at the Hawaii State Hospital from permissible capital improvement projects funded from the mental health and substance abuse special fund.

Status

RELATING TO THE HAWAI'I SCHOOL FOR THE DEAF AND BLIND.

Creates a Board of Trustees for the Hawai‘i School for the Deaf and Blind to establish an independent governance structure for the school.

Status

RELATING TO LONG-TERM CARE INSURANCE.

Requires the thirty-day lapse or termination notices for long-term care policies to be sent by certified mail or commercial delivery service, or other method of delivery requiring proof of delivery.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·    Testifier's name with position/title and organization;

·    The Committee(s) to which the comments are directed;

·    The date and time of the hearing; and

·    Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
