RELATING TO HOUSING.

Authorizes the Hawaii Public Housing Authority to give preference to persons residing in the zip code in which a low-income or elder housing project is constructed for the housing project's initial tenants or residents.

RELATING TO TAX CREDITS.

Increases the adjusted gross income eligibility cap for the income tax credit for low-income household renters from $30,000 to $50,000.  Increases the amount used for calculating the credit from $50 to $200.

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION.

Creates a downpayment guarantee program for certain first-time homebuyers.  Appropriates funds.

RELATING TO AFFORDABLE HOUSING.

Allows the HHFDC to enter into public private partnerships with private sector entities to build affordable housing and reserves a portion of the housing units for the exclusive use of the employees of the private sector entity partner.

RELATING TO HOUSING.

Directs the HPHA to convey a specified 15.418-acre parcel in Honokaa, Hawaii county, to HHFDC.  Requires HHFDC to conduct a feasibility study to determine whether the parcel is suitable for residential development.  Appropriates funds for the feasibility study.

RELATING TO SELF-HELP HOUSING.

Establishes the self-help homeownership housing revolving fund to provide for loans and project-related technical assistance grants to nonprofit housing development organizations to support the development of affordable homeownership housing projects under a self-help housing program.  Appropriates funds.

Status

RELATING TO AFFORDABLE HOUSING.

Authorizes the Hawaii Housing Finance and Development Corporation to approve and certify for exemption from general excise taxes certain affordable housing projects once site control is obtained.  Defines site control as the execution of any regulatory agreement between any qualified person or firm and any governmental entity for purposes of developing certain affordable housing projects.

Status

RELATING TO HOUSING.

Consolidates the administration of low- and moderate-income housing into a single program, to be managed by the Hawaii Housing Finance and Development Corporation.  Provides that the Hawaii Housing Finance and Development Corporation may adopt rules to allow owners to obtain home equity lines of credit, refinance their units, or pay their shared equity.

RELATING TO HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION.

Requires the Hawaii Housing Finance and Development Corporation to award funds no later than 60 days after the deadline to file a consolidated application or no later than 60 days after the filing of a duly submitted consolidated application if no deadline has been established by the corporation.

RELATING TO THE DOWNPAYMENT LOAN LOSS RESERVE PROGRAM.

Establishes a downpayment loan loss reserve program to address downpayment loan defaults under the Hawaii Housing Finance and Development Corporation's downpayment loan assistance program.

Status

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST PUEO DEVELOPMENT, LLC.

Authorizes the issuance of special purpose revenue bonds for a master planned development proposed by Pueo Development, LLC.
