RELATING TO SPECIAL IMMIGRANT JUVENILE STATUS.

Specifies that the family court has jurisdiction in proceedings concerning the custody or guardianship of an immigrant child pursuant to a motion for Special Immigrant Juvenile factual findings requesting a determination that the child was abused, neglected, or abandoned before the age of 18.  Effective 12/31/2059.  (HD1)

Requires the AG to convene a study group to examine the impacts, costs, and impediments of allowing child support payments to pass through to TANF recipients and submit a report to the legislature prior to the 2021 Regular Session.  Effective 12/31/2059.  (HD1)

RELATING TO THE SEXUAL EXPLOITATION OF CHILDREN.

Establishes a statewide coordinator and program within DHS to address the needs of sexually exploited children.  Establishes the commercial sexual exploitation of children steering committee.  Requires the steering committees to submit reports to the legislature by July 1, 2021, and July 1, 2022.  Appropriates funds.  Takes effect 12/31/2059.  (HD2)

RELATING TO HEALTH.

Requires DHS, upon approval from the Centers for Medicare and Medicaid Services, to establish and implement a program for providing home- and community-based services to at-risk individuals having intellectual or developmental disabilities who meet certain criteria.  Seeks approval, no later than June 30, 2021, from the Centers for Medicare and Medicaid Services to provide coverage for services established under the program.  Appropriates funds.  Effective December 31, 2059.  (HD2)

Adds immunity from civil and criminal liability for individuals who provide information or assistance in child abuse investigations.  Effective 12/31/2059.  (HD1)

RELATING TO SOCIAL SERVICES.

Amends the monthly needs allowance for individuals residing in foster homes, care homes, domiciliary homes, and other long-term care facilities.  Amends the state supplemental payment ceiling for domiciliary care paid to recipients who are eligible for federal supplementary security income or public assistance, or both.  Takes effect on 12/31/2059.  (HD1)
