Expands the circumstances where a minor may consent to no cost emergency shelter and related services to include cases where the provider is coordinating with child welfare services.

RELATING TO MINORS.

Expands conditions for a minor to consent to no cost emergency shelter and related services to include a minimum age of sixteen years and certain requirements by a shelter.

RELATING TO FINANCIAL EXPLOITATION.

Authorizes a civil cause of action by a vulnerable adult for financial exploitation of a vulnerable adult.  Allows attorney's fees and costs and punitive damages.  Establishes degrees and classes of felonies for financial exploitation of an elderly person or disabled adult.  Establishes a presumption of financial exploitation.

RELATING TO ON-SITE EARLY CHILDHOOD FACILITIES.

Establishes an income tax credit for employers who create on-site early childhood facilities.  Establishes and appropriates funds for 1.0 FTE on-site early childhood facility coordinator position. Applies to taxable years beginning after 12/31/2020.

RELATING TO MISSING PERSONS.

Creates and implements a silver alert program to alert the public of any missing senior citizen with an impaired mental condition, to be integrated with the MAILE/AMBER alert program.
