RELATING TO THE DEPARTMENT OF HUMAN SERVICES. Requires the department of human services to provide written notice to a parent of the parent's rights when conducting an investigation regarding a child who is or may be subject to imminent harm.

RELATING TO CHILD SAFETY. Requires a family court to order a person's name be entered in the central registry of reported child abuse and neglect cases under certain circumstances. Allows the court to order a person's name be entered in the central registry of reported child abuse and neglect cases upon certain circumstances. Requires the department of human services to expunge reports in the central registry of reported child abuse and neglect cases if an investigation results in a service plan.

RELATING TO CHILD ABUSE REPORTING. Adds members of the clergy, commercial computer technicians, and commercial film and photographic print or image processors to the categories of persons who are required to report child abuse and neglect to the Department of Human Services or to police. Provides a "safe harbor" through December 31, 2020, for reporting by clergy of known or suspected child abuse that was previously unreported and that did not arise during a penitential communication.

RELATING TO SPECIAL IMMIGRANT JUVENILE STATUS. Specifies that the family court has jurisdiction in proceedings concerning the custody or guardianship of an immigrant child pursuant to a motion for Special Immigrant Juvenile factual findings requesting a determination that the child was abused, neglected, or abandoned before the age of 18.

RELATING TO DIAPERS. Establishes a pilot diaper benefit program for parents who participate in the first to work program administered by the department of human services.

RELATING TO HOMELESSNESS. Requires the Governor's Coordinator on Homelessness to develop and implement separate regional plans for various neighborhoods across the State to coordinate the services and shelter facilities of public agencies and nonprofit organizations to meet the concerns of impacted communities and needs of the homeless population.
